How about you make them visable as are regular cynos with a cloaking delay after highsec usage? despite only being active for 30seconds, its still enough time for all you pirate types to get in on the action

Don't need the easier moving of stuff. Empire small enough as it is. I could put up a chain of alts to be in jita fast as hell. Move high value stuff quick and safe. Cool. So could everyone else. Why I got a charon in the family. Some guy too cheap to get one...runs crap tanked haulers and loses shipments. One less competitor on the market :) (just being honest).
also...why is hot drop needed in empire, especially for griefers? Busy mission system, most do the mission grinds on the side to keep sec status up. Means you blend in with the 200 other people in local. Scout/spotter finds your your mark, warp to him and gank. Covert cynos are in low/null sec for surprise. An idiot in EWOK decides that aggressing the bait azaru in a bc is a really good idea. Local is clean...whats the worst that can happen? Covert cyno, sb gang comes in...at some point a wreck is looted. Why its for use out of empire. They don't don't have full locals. HArd to jump people when they hide or dock up when there are 20 neuts in system. 2 people in local and they are one of the 2, they might come out and have fun or die trying lol.

You're forgetting that a black ops is a very expensive, very skill intensive ship to fly. Not only that, but they're fuel dependant (and very inefficient at that).
To have a chain of black ops (and the necessary alts to light the cynos, which also takes quite a bit of time), is a very costly operation, taking a lot of training and isk. It'll take a long time before you have any returns from that.

I really like the idea of allowing covert-cynos in high-sec. After all, it wouldn't allow anything to travel through high-sec that can't already (ship-wise at least, and pirates would still be jumped by the cops at stations and gates anyway,) and it circumvents cyno-jammers, which is the roleplayed mechanic explaining why normal cynos don't work in high-sec, correct?
Regarding whines about trading advantages: In order to take advantage, you'd need lots of money and friends, so it promotes teamwork.
It does make New Eden a bit smaller, but I feel it's just a drop in the already tiny, over-crowded bucket.

must not know many carrier/jf pilots. They have personal armies of cyno alts. These are not or expensive to train and could be set up in empire real quick.

Well, iirc covert cyno's require cynosural field theory lvl V, while regular cyno's don't.
I don't know how many carrier pilots actually bother to train up their cyno alts to lvl V. But then again, I don't have a carrier and I don't know any pilots personally.

all in all, I have to say ... those forms of fast traveling should be restricted to lowsec and 0.0. and you can bet there are plenty of cyno 5 pilots out there, you see plenty of bomber/recon hot drops.
