Hi, I'm new to Eve and I met someone that wants to grief me.
I'm wondering about cloaked ships in high sec space attacking people while they mission. I know if you attack someone in high sec you'll have concord come after you but I think you can recloak after firing one volley before they can do much.
My question is, what will one volley do to you? What kind of ships could survive a volley from someone who knows what they are doing?
I don't know much about the ships or the dmg potential. I think I read that locking onto a target while cloaked will unclock you but Im not sure. Even if I notice them locking onto me i might be too slow to warp out before the first volley hits me.
Assuming they specifically outfit a cloaked ship to do as much dmg to a target as possible in one volley, how much damage would you have to withstand without getting destroyed in high sec space?

If they attack you first, CONCORD will kill them. There is no escaping CONCORD. They can however kill you before CONCORD kills them, but people tend to only suicide gank ships that are faction fit/hauling valuable cargo.
What will most likely happen is they will lock you up and try to get you to fire first. They will create a cargo container and name it with your name, then lock you and fire on the can hoping you see the log message, think they are attacking you, and fire at them first.
They will loot your wrecks hoping you are angry and fire at them first.

Even if they are in a clokey ship they will still get blown up by concod. You cannot get away from concord, and if you do find someloophone to get away from them the GM's will still blow up your ship since getting away is considered an exploit.
Also the only ships that can use a cloking device without the 20 second uncloke/lock delay are really expensive covert op's, recon, and a few others. They are not going to waste expensive ships like those on a suicide gank.

Probably the best Cloaked Gank ship would be the Stealth Bomber but I doubt anyone would use one to gank a newbie...

Welcome to EvE sir. Hopefully you are enjoying your stay.
First thing is first, you say someone was trying to "grief" you... if you wish to stay in EvE for the foreseeable future you have to understand that the "rules" behind "grief-play" are a bit lax (and sometimes even non-existent).
That said; high-sec (1.0 - 0.5 space) is safer than low-sec... low-sec (0.4 - 0.1 space) is safer than null-sec. Null-sec (0.0 space) is a turkey shoot where anyone can engage everyone and the "law" is enforced by 600 lb gorillas. The key word in all this is "safer." The reason for this is that you can engage anyone anywhere in the game... however the fallout for engaging will be different depending on your location. In high-sec any engagement without going through a war declaration, aggression mechanics, etc. will result in a swift response from CONCORD. Doing the same in low-sec will result in gate and station guns shooting at you (they can be tanked though).
To go back to the problem you faced... I agree with the others. It just sounds like someone wanted you to make the mistake of firing on them to get your blown up by CONCORD. The other way this guy could have tricked you would be by looting your wreck, turning him flashy-red to you, and having you engage him, allowing him to shoot at you. In this scenario, CONCORD would not intervene and the guy would have a nice killmail to gloat over.
And don't be fooled by the small size of his ship. In this game, bigger is not always better and there are many cases where a small ship mops the floor with a big one. A stealth bomber for instance, is designed to kill large ships... however against smaller ones it will die easily.

I understand the generic gaming rules of fire-first and blue-pking (trying to trick the player to attack first). This isn't the first game that was like that (to mention a couple others, Ultima Online, Darkfall) So hopefully I should be fine not falling for it.
It just sounded like they could fire, cloak, then escape. That was the main thing I was worried about since I'm not very skilled or rich and will be in a relatively weak ship.

Only if you shot at him first. If he shot first then CONCORD would drop in, instalock him (you cannot cloak when you have been "fully locked"), warp scramble him, and kill him.
As if that wasn't enough... to [somehow] avoid CONCORD's swift justice (there are still a few loopholes) will only bring the banhammer of a GM. _______________________

They also may be hoping that as a new person, you still have Auto Lockback enabled and may therefore accidentally shoot them if you are ratting and such.

Last time I checked CONCORD jams your cloaking device so you can't even re-cloak if you wanted to. I forgot to mention that you are in fact reading something that is called a signature. |

Let me correct this one. You don't notice if anyone is locking you. You only know when they already have a lock; those are the yellow brackets. When they start shooting the brackets turn red.
This is an important distinction when in a Stealth bomber. If you see the yellow brackets you cannot cloak anymore.
I say this because I meet a lot of pleople that thing yellow brackets means: 'in the proccess of obtaining a lock' while it actually means 'already locked'.
