Eve is a sandbox. If you believe in what you say, have a go at making it happen.
Look at Eve University .. those dudes offer you the best example of an existing entity whose goals are different enough to most territory holding Alliances to mimmick. The only issue is that they base themselves in Empire.
I think you would fail because there is a fundamental playstyle driver your system would need to overcome, to replace the existing status quo in Eve. This is that we share a single shard and PvP is not consensual. Did you know that way back at the beginning of Eve there was a Corp called Mo0 who set up a gate camp and killed everyone who came through? And that CCP turned up (in ships) to fight them and lost?
Economic gain lies at the heart of most leaderships in Eve, whether PvP or not. Once there is more money than can be spent, status, ego and pride takes over. Finally, when an Alliance has been established for a long time in game history begins to drive behaviour and relationships between power players. So, even Alliance leaders are not just there for financial gain, thinking this alone will motivate them to make peace is wrong headed.
For everyone else in an Alliance they are either there because it gives them access to high end resources, status by association, or never ending PvP.
Add these ingredients into the sand box, stir well and remember this is a multiplayer game where you can make firm friends for life and you'll have trouble turning it into the U.N.
But like I have said before ... it's a sand box, go on, prove me wrong..... that's why we all play it, despite its faults.

You forgot premium grade forum drama.
We are fueling their war machine, one which works completely opposite of the way things in Eve have been done in the past. Hence, you cannot apply the UN thingy (which phails IRL btw) to the new eden. At most, you can try something like what new-yorkes did to drasticaly reduce crime:moar cops, moar police cars, better technology, etc.
And tbh, like many others said...why in the name of god you want peace in a game that practicaly lives thru war and conflicts:D?

1. EVE is a game 2. Games must be fun 3. For games to be fun, there needs to be content
PvP provides that content. Without it, there would not be anyone playing this game.
ISK is just another distraction from monotony. We can't have 24/7 PvP, like in good old Quakelive.com, or the game would be boring in long term.
If you want to test your masters in political science and economics, then do that. Don't moan on forums. Go out there and build your own empire. There are 10s of thousands carebears in empire. Recruit some. Make your empire more than just about ISK.

I would go one further and say that the entire EVE economy is based on the construction and destruction of ships. Everything we do ultimately boils down to one of those two activities. You name an in game object and I'll trace it back to one of those key activities.
And for those who are saying that EVE != RL, while that is strictly true I would have to say that for a game it does a remarkable job of emulating RL. As I see it, the reason is that EVE allows players to do what they want (the sandbox) with either some, little or no (empire, lowsec, and 0.0 respectively) rules about how players can interact with each other. The further you go out into free space (0.0), the more you get unfiltered natural human interactions. Just like RL, you can try and regulate human behaviour, but people will still be people.
That's what I love about EVE.

For a second there i thought i was still in uni and eve is an online course. You totaly missed the point of this game, might as well burn 15$ every month yourself, at least u might enjoy it more, put it on youtube or something.
