Do you mean Factional Warfare, where your corporation joins the Militia to fight for your faction?
If so, yes it is used, yes it is popular, yes it has rewards and drawbacks. It basically allows you to have PvP in Hi-sec against members of the opposite militia (Gallante vs Caldari, Min vs Amarr).
You also get access to Factional Warfare missions which send you to low sec, but offer very good LP reward.
The drawback is that if you are unprepared for PvP, you can be in deep trouble. I remember when in my first corp, a mate convinced us to join. He wanted the PvP. What we got, our backsides handed to us and camped in stations. In other words, if you are ready for PvP try it, but if you are not, better to just not worry abou it.

This might no longer be true.
But when I was in the militia some years back, the FCs were some of the worst I've encountered. They couldn't make it in 0.0 or small corps so they went FW.
Many didn't even know basic game mechanics.
You'd be liable to pick up bad habits more often then learning PVP.

Even though I dislike some of the actions taken by the CEO of Red and Blue, I still say the best way to start PvP is by joining either Red Federation or Blue Republic. They are more geared towards helping people get started.
Factional warfare, i saw as a sort of step up. You already have a clue what you are doing and you want war targets, but aren't quite up for low or null sec and don't want to be a merc or griefer, you join factional warfare.

Can you explain this red vs blue to me? im pretty new and have heard it mentioned along with factional war and alliances... is RvB like faction war? two massive corps fighting it out? where can i learn more?

Red Federation & Blue Republic are two player corporations in an eternal mutual war, which allows them to fight in hisec. Each side has a base, and they are only a few systems apart.
They have some rules, like no mid-slot ECM, and tend to frown upon podding though it is permitted.
To join, search for either side in People & Places, and click on the button at the bottom of the info. Be sure to stock-up on ships and fittings at a base before joining. Frigates and cruisers seem to be the most popular.

Compared to Red vs Blue and such FW has some plusses and minusses if you want to practice PvP:
+ FW gives missions and has rewards, you get a discount on some faction stuff and there's a few unique rewards as well (navy cap boosters, shield extenders, ships like navy Armageddon, Fleet Stabber) - FW decreases your standings toward the opposing factions so you're KoS in their space. Joining Gallente FW and it'll be quite hard to get to Jita.
You can join by handing in the recommendation you get after the advanced military tutorial training or let your corp join.
