Did several searches, but I'm not really getting closer to what I'm actually looking for.
Are their any guide for dummies on how to do rat hunting in low sec and while still trying to stay safe and out of harms way from player (pirates) hunters?

* Avoid Caldari Space(Overcrowded) * Use Dotlan Maps to find empty systems * Fit a Cloaking Device * Fly what you can aford such as a well tanked T1 Cruiser * If you think your ships up to it use your onboard scanner to find Anoms * Keep Local Open, Rat when Empty * When there are people warp at a random range to a planet and cloak. * Use the D-Scan to see what they are flying. * Don't Fly what you can't afford to loose! * Don't Fly what you can't afford to loose! * Don't Fly what you can't afford to loose!
Anoms are pretty good down there you can make good isk off them.

Anoms are pretty good down there you can make good isk off them.
No real need for a cloak. A cruiser with 1 LSE and a DC2 should be enough tank for most belts. 2 LSEs and you'll be golden. Make several safe spots in the system(think off grid of a few belts) Using their Dscan skills against them works too.
Also... keep local open, and only fly what you're perfectly willing to replace.(include any implants you may be wearing, through...getting podded in HS/LS is kinda tricky)

What do you mean by making SS "off grid"?

what alt tab means is:
warp to a belt say at 100km when there are no others in system. Now fly away from the belt until you are off-grid, say 1000km (though 250km will probably do it).
Off-grid: when you are in space you are in the centre of an invisible grid that is roughly 200km square, I say roughly because there are tricks you can use to "extend" the grid. But generally when people say off-grid they mean e.g. at a station or gate, fly away from the station or gate until the station or gate disappears off the overview.
Now the point of this is that if you are not cloaked but are a ss that is a bit off-grid of a belt. A competent player can come into the system, you warp to the safe, they use the directional scanner to quickly locate you "at the belt", warp in and tears ensue.

The Cloak nerfs your scan res and targeting range, but is ok for PVE, it is a personal descision really, I use it to go AFK often. I would suggest not using it for PVP unless it is a cov-ops'recon. It will keep you immune from prying eyes and probes making you all but undetectable in a safe.
It all depends if you value your Scan Res or need another Highslot.

Look for a system with a lot of belts, a low true-sec, and not a lot of jumps per hour and/or pilots in space.
It's going to be rough and dangerous if it's not out of the way and not part of a pipe.

As far as ship choice/fitting goes, I suggest shield tanked Minmatar Cruiser or BC such as shield rupture/hurricane. With good speed you hardly take any damages from belt rats and your shield recharges between belts, i.e. you can rat & do low-sec anomalies in a bog standard Minmatar shield PvP fit with good GTFO ability. It's annoying when you have to go to safespot and cloak up just because a frig/cruiser shows up in local and you're only fit for PvE. With something like shield cane/rupture you can happily rat away & engage smaller size ships when they show up. This is for more active approach though. If you're going to do it semi-afk or in 0.0, then yes, cloak is your best friend.

Rat in NPC 0.0. All the same applies, but it's much more profitable. And you might get an officer spawn.

Why even bother ratting in low-sec ?
Run Missions in high-sec for higher rewards + lp.
On the otherhand if you insist on wasting your time, loads of good advice from earlier posts. ---------- 0.0 NPC space ---> yummy IF you got the skillz for it, and a cloacky ship is a must to stay relative safe (Alternatively a disposable scout will do).

Bubbles are overrated in NPC 0.0. Most of them are concentrated in chokepoint or entry systems and frequently there is no one watching them at all. Sov 0.0 is where people get stupid with the mass-bubbling.
