Can someone explain this?

IIRC, the scientific articles were written before the game was released. They are interesting to read, but really have no bearing on game mechanics or lolrp.
Also, it may be possible that stargate technology has since progressed to the point where binary star systems are not needed. ----------

Each star system in Eve has a dark twin that hurls asteroids into new orbits every day at 11:00. That dark twin also enables star gate construction.

No binary system with near stars, anyway.
Proxima Centauri is 12000-15000 AU away from Alpha Centauri A and B, which are 11-35 AU from eachother, so you can see it's not exactly a clear-cut case. From as little as 100 AU away, depending on the type of the "second" star, you might have trouble visually distinguishing between the nearby star and some of the brighter ones much farther away.

There are a few binary systems in eve, they're rare, but they do exist outside of wormhole space.
that said, i asked the same thing a while back, and dropbear basically said they want to redo it at some point
its old and written before launch. can basically disregard it, really. --

click on my link and go read what dropbear posted. no timeline was given, except that they want to, but need to figure out how and who they want to have do it, when they can do it properly.
they wont rush it, pretty much.
not being sarcastic or anything, but its really a matter of what the content and story team want to or can work on at any one time. They have it prioritised, but thats it so far.

This effectively makes one in every three systems ineligible for open jump gate construction to all nearby systems and leading to some regions having high traffic pipelines, as as an example System A can connect to System B and System C, but System B does not connect to System C which leads to System D. In this example, System B is a dead end path of travel while moving from A to C to D is an inner stellar highway.
Little bit of fluff and its solvable by saying two suns in differing systems have a resonance between them but are not resonating between all nearby suns, don't have to redo all the system graphics. As for what ever the resonance is, I don't have a clue what that could be
