We had one that would have onlined like 45 minutes into the dt-- found it in corp deliveries in our HQ
Of course, they didn't do the remaining ones for several hours after the TEST ones.

No, it isn't.
Game mechanics, for those of you just tuning in, require you to defend the TCU for six hours. If the TCU - or Territorial Control Unit - is destroyed in that time, change of Sov does not occur. However, if the TCU goes online without any issue, Sov changes to the appropriate capturing alliance.
Test Alliance decided to put the TCUs up shortly before an extended downtime for patch maintenance. Knowing this was going to happen, they circumvented a massive mechanic for claiming sovereignty, and in-so-doing used an exploit to capture multiple systems without needing to field the appropriate fleets to defend their TCUs.
Now, had Test Alliance decided to put the TXUs up four hours before downtime, to give IT Alliance time to respond appropriately, then I highly doubt that CCP would have intervened. IT Alliance would have had plenty of time (four hours) to take out a few TCUs, but not all of them. Even if they petitioned, I'm sure CCP would have told IT Alliance to **** off. After all, they saved some of their systems the "old fashioned" way.
But Quen, what about the whole t20 episode? Isn't this proof of CCP's corruption?
Nope. That issue - while a black eye - does not mean that this is another t20 issue. With attention on them for incidents like this, CCP would be wise not to show favoritism. Even in a court - if it were brought there - no clerk-magistrate would take that as factual basis of pattern. It would be ruled irrelevant to the case at-hand.
I'm not fan of CCP's tactics in dealing with petitions. I have had multiple ships lost because of a buggy server and what-not. I have lost a clone with a full set of Slave implants because of that same lag, and all I get is the usual "sorry chap, not our issue" response. I have been - multiple times - close to giving up on the game because I honestly consider the servers to be so faulty it's unbearable at times. But I've stuck with it.
Using game mechanics to your advantage would have been, as I said, giving IT Alliance time to form a fleet and engage. Instead, Test Alliance decided to puss out and try to be passive-aggressive. Honest opinion, good call on IT Alliance for petitioning, and a good call on CCP's part for following through the way they did.
And remember, they gave back the TCUs. They're giving you another chance. If they really wanted to show favoritism, they wouldn't have done that. I highly doubt you'll get replacements if you try it again.

I fail to see why this is any different. You can't have one rule for one and one rule for everyone else.
I now expect CCP to police all the sov changes kill all the POS's that came out of RF and went over 50% shield during this extended downtime.

TLDR: If this rule existed before yesterday, which it didnt, it should have been made clear to everyone before the extended downtime, which didnt happen, it should have applied to everyone once spotted, which it wasn't, and yet again CCP should have handled this sooo much better, which I believe they have shown again again they cannot.
PS: I dont think this is another T20. It was probably petitoned by IT to begin with but it was handled so badly by CCP they caused this entire mess themselves. Again.

Exactly.
CCP has alluded to there being a discussion about this within their organization. But yet if there was a discussion, why did nobody think to check or suggest that maybe TEST wasn't the only entity that exploited this problem.
It suggests a myopia on CCP's part, that they were only concerned with dealing with the issues raised in the petition, which reflects poorly on the investigative skills of their issue team in failing to "think beyond the ticket".
If you're going to draw up a rule and then act on it, you should at the very least determine if there are other fringe cases that fall within the scope of that rule. In any system managed by a relational database this should be literally as easy as sql select.

What suprises me the most is people are surprised. Eve has always been the most corrupt game when it comes to Devs and on the fly rules. This is what we pay for.

This is hilarious and TEST is a really fun alliance to be in. CCP's handling of a troll of the IT alliance has turned this into a troll of CCP. Would it really have been so bad to let them shoot TCUs that TEST obviously is not in a position to defend?
But now they have to deal with the questions:
- How soon before DT is too soon to put up a TCU? - What happens if the DT extends longer than projected? - What mechanism enforces these rules? - Why did CCP's first response only take down TEST's TCUs and was there favoritism to a GM alt's corp? - Is it really OK for a GM to service petitions from an alliance in which he plays?
Lol.

not that i at all agree with pulling down the tcus (sure it was an obvious exploit - but it has been used frequently in the past so it should be made a hard and fast rule now you would think) . color poastar.
