Currently there have been many posts about how black ops are under used and how people hate/love the constant local window showing whose in system. Well I have come up with an idea that might help fix these issues
Ok letĘs say you have a small gang in system comprised of 10 normal ships 2 Bops and 3 stealth frigs.
You want to get into another system but you know that there are cloakers in the few systems that you have to go through that will report you immediately and then you die horribly. But you came prepared, your black ops approaches the Gate to the first system and uses a new module that is black ops only.
This injects a transmition virus into the jump gates systems that override certain protocols. This in effect allows a cov-op class frig to jump to the systems outer edge and as it does not hit a gate it is not recorded by the gate systems and hence does not show up in local unless they talk in it. With this done the cov-ops can warp cloaked to the gate in question and use a jamming device, similar in function to the one used on the Bops but only jamming for a few ships before the virus is removed, this gives the second Bops the ability to jump into the system with the gate not recording it due to the virus and hence not showing up in local.
With the second Bops in system it hits the gate with its own device and this causes a secondary effect to happen, cov-ops no longer warp to the systems edge, as long as both connecting gates are infected with the transmittion virus any ship that uses the gates is not recorded by the gates and hence does not show up on local.
Lastly due to the nature of the transmition virus once its stopped transmitting by the Bops pilot all systems return to normal as if nothing ever happened.
A transmition virus is one thatĘs only active if itĘs being actively broadcast from a Bops ship. Like its ship based counterpart once its job is done its like it was never there to begin with.

If it sounds too complicated it probably is. I support a change in local but have a completely different vision on how to go about doing it.
High-Sec: The gates are managed by Concord and everything is always revealed.
Low-Sec: The same as High-Sec but now you can introduce an element of corruption. Pirates can bribe "local officials" with isk to become invisible to others in local. Local would still reveal the number of pilots in system. It just wouldn't show your profile in local. 10 pilots but I only see 9. Hmmmm.....
Of course ratting pilots could partake in the same bribery. And you'd need alot more agents/ things to do in low-sec. Hubs would be the bane of such a system....
Nullsec: The natural order of things is no local. After you gain sovereignty you can do two upgrades. The first upgrade alerts you to how many pilots are in a system. The second upgrade would show profiles. NPC regions of Nullsec could never be upgraded.
And of course you'd need a way to reveal AFK cloakers or at least counter them - but that's another conversation.

the main reasion why i set the idea up as i did was for the lore behind the "local channel" in essence when you enter a system the gate records you arriving, and when you use another gate the system records you leave, hence you leave local. the reasion there is no local in WH space is there are no gates.
that said i dont think this is to completacted and in fact would add some spice to eve as know to keep your fleet hidden you would need a new wing specific to this function rather than just the standard ships with guns and logis setup witch is so common these days

Please explain how then a Black Ops gang jumping via a Black Ops portal can show in local when they have not used a gate?
