(for agression and stealing your stuff). but he told me that they have a 30 day kill-free on you. What reason? I seriously doubt any miner (seeing as they are a miner, so low fighting sp) would be prepared or even want to engage in a 30 day 1v1.
Where can I see the list of official ROE to eve?

The "30d day kill-free" as you put it is kill rights. People ONLY get kill rights if say, you went into low-sec and shot at someone and destroyed their ship whilst they never fired back a shot. Then they would be able to attack and destroy a ship that you are piloting ( No podding ) without police or sentry fire.
You shouldn't get kill rights for can flipping ( At least I don't recall ever getting it but hey I could be wrong ). I wouldn't worry about it too much but there are some people who do like to get kill rights just to hunt the person down later in high-sec.
Also, it isn't tied to just low-sec as well as it pertains to any who get their ship destroyed while not firing back ( So you can go run a locate and shoot those bastards that suicide-gank you )

you get kill rights from highsec too (hooray suicide ganks! (oh hey you said that))
and for can flipping to result in a kill you both have to agrees each other, either by shooting or stealing, so no kill rights.

Kill rights (the free 30-day kill thing you talk about) are only rewarded for unsanctioned, unresisted kills in empire space. If someone steals your stuff, you gain the right to defend it, and the kill automatically becomes sanctioned. Your friend is quite wrong.
If you want the full rule set, the kill rights article is a good place to start. In highsec, the only way you get kill rights on you is if you suicide gank without them shooting back.

This is one reason to avoid killing Ibis and other rookie ships in low-sec. Some people just go out there to try to farm kill rights. They will happily lose the rookie ship, hoping that their attackers are hi-sec dwellers on a temporary low-sec jaunt. The kill-right farmer then simply waits in Jita or near the hi/low sec gate and attacks those it can whenever possible. |

Thanks on the reply's, I was thinking it was along those guidelines but wasn't 100% clear. - you tend to find this game, no matter how long you play.. you always learn something new, and ask stupid questions everday lol.
