With refining 5 and refining efficiency 5, is it possible to buy ores from the market, refine them, and sell the materials for a profit?

You have the right concept, but you are focusing on the wrong items. People who mine will probably sell the ore at 95% of the mineral value. That gives you a whopping 5% if you are lucky.
Look into mission loot. Mission runners get it by the 100's and just sell it to whatever order is there for quick cash. They don't even bother looking at refining value.
Refine ores for profit = no. Refine mission loot garbage for profit = yes.

Apologies for sharing the biggest easiest money making scheme in all of eve. Please allow me to compensate for your isk loss now that one more person is possibly going to put up a buy order.
You really thought that there is only a small subset of people who know about refining for profit? Cmon. Everyone knows.

To answer your question, its possible to refine ore even without having refining and RE at 5. You just have to know how much of each mineral you'll get from refining and how much you can sell the minerals for.
Then price your buy orders off of that.
Granted you'll make "more" if you have all relevant skills at 5, but the biggest problem will be keeping your buy price current with the mineral market.

Yes, it is. If you can find cheap ore.
Edit: And since the profit margin is tight, you need to have 6.67 standing with the station on which you refine, to get 0% refining "tax". And of course you need something big, like an Orca or Freighter, to move the cheap ore from where you bought it cheaply, and to where you can refine it at 0% tax. But yes, it can be done.
(And the SAN loss was survivable.)
