Pilots can join SYNEPublic for more information. Early this morning, I broadcasted the available intelligence regarding the coming attacks, and placed a bounty for wormholes to the Solitude region.
Anything else is need-to-know, and can't be shared over public channels.

But what of fleet composition? Who will lead the defenses? How can we hope to succeed if we can't organize a properly working fleet?

Why is Julianus Soter suddenly responsible for evacuating the populations of planets? As said, it's not as simple as sitting in orbit and cherry picking civilians (I know the Sansha do it but clearly they don't intend on "safely rehoming" said evacueees). There are planetary governments, regulations that all need to be followed.
It's not Soter's domain to evacuate and rehome civilians. While it's admirable that many Capsuleers feel it is their responsibility, ultimately it falls upon the governments of the individual planets (or constellations, or even regions) to organise the mass transport and evacuation of these people.
Soter isn't condemning the act of saving people, he is condemning the act of sitting in a low security system, unguarded, and expecting anything other than death.

Also, pilots can join SYNEPublic and ask for cynos in there, as it is a public channel feel free to whine after you lose your carrier to Rote Kapelle.
Anything else like how to properly jump a carrier into a system and sit on a planet, uncloaked, with your thumbs up your ass, watching your fighters circle you is need-to-know... Oh wait....

How quaint. A fool charged in blindly to free the animals from the zoo and got what was coming to him for doing something as idiotic as deploying a carrier without support after announcing his intentions to do so in public channels.

Yes, for a time Moira was a part of Rote Kapelle. We parted ways under a mutual agreement that our goals did not meet eye to eye and we were not in a mutually beneficial relationship and as such no longer felt the need to operate together in any capacity. We have recently also dropped the mutual standings we had kept as a grace period while pilots evacuated their assets from our home.

From the logs I have seen, yes. I imagine most of the pilots involved would have spouted off anything they thought would have continued to spawn the squealing and infighting that was going on in order to further demonstrate the uselessness of the pilots involved and to generally entertain themselves and anyone who subsequently gets a hold of the logs.

Without going out of my way to be disrespectful towards Julianus, what he does is akin to herding kittens that have been fed drop. The word "organization" is almost generous when applied to those fleets, and quite frankly, barring inordinate numbers, my money is on Rote Kapelle's fleet massacring any last-minute response force that could have been formed up in any case. So it would have been a needless waste of time, resources, and lives, and I suspect Soter was well aware of that fact. For everything that I will say about the man, he is not a fool. Funny how you accuse Rote Kapelle of "nefarious escapades" but the pilot of said Archon has a -6.4 standing with Concord, that is not so easly aquired and if he is as loyal to your cause as he says he is it should be no problem for him to redeem his self killing sansha. To get that -6.4 standing with Concord, the Gods only know what foul deeds he has done. You may think that by trying to evacuate the population of Oruse 2 would be a good show of faith, but what assurance do we have that if you had evacuated more you would not have turned them over to the sansha, or kept for your own "nefarious escapades" ?

Anslo was well aware of the consequences when he signed up to risk his carrier.
Forgive me for not wanting to discourage the only piece of direct action (so far) that occured for the sake of Oruse II, when most Coalition pilots were focused on the fate of Deltole.
