Don't know if it's been suggested before, but I know several people in game who have had their CEO die (in RL) and their assets (personal and corp) just hang there.
How about instituting a system where a character (or account) can have a "will" that would, upon the cancellation of the account (or character perma-death) all assets would transfer to the intended character. It could even be divided (isk goes here, ships go here, etc).
It could further be turned into an isk sink by having there be a weekly cost associated with the "will".

Accounts in Eve are never removed -- they just go dormant. CCP has no way to tell whether somebody just lapsed on their subscription fee for a while but will be back someday or is permanently gone.
The RL death case is a different can of worms. Ideally, CCP should have a legal procedure where when presented with a legal RL certificate of death, CCP would hand over the account to the executor of the deceased's estate in accordance with his actual, RL will (or to his next of kin, if there was no will).
However, since EVE assets are really owned by CCP, not the player, perhaps following the regular RL legal inheritance procedures would set a precedent that CCP would not like. In that case, yes, by all means please provide an in-game asset inheritance procedure. However, it should still take one of these triggers to execute it: (a) the player explicitly hitting the button that says "permanently destroy my character and execute his will" (and the triplicate "are absolutely you sure?" confirmations), or (b) legally recognized RL certificate of death of the account holder (and it may take a lot of RL legwork, done by somebody other than CCP, to establish that the deceased was, in fact, the account holder).

A different approach to this could be simply implementing a system in corps where a player forfeits his goods to a "President" of the corp after a certain amount of time inactive. Basically a game mechanic that makes the literally 'legal' side of RL nonexistant.
For single accounts though, not corp affiliated, there is nothing that can be done. While property of CCP, the account belongs to them not corp members and thus they have zero access, end of story. =(
Nifty idea, needs to fleshed out and better explained in regards to its utility and function.

Account deletion in combination with a will would be a good idea though.

I am not sure if you are being sarcastic or accusing me of sarcasm. Just to clarify, it would have to work the opposite way. CCP won't go looking for dead people, so the only way they will find out if someone is dead is if somebody else tells them. That person probably won't even know the name of the account -- only a character name. He would have to be the one writing a letter approximately like this, "Dear CCP, John Doe is dead, here's a certificate to this effect, here's stuff that hopefully proves that he owned the character "Richard Mannings" [list of credit cards, email addresses, browser cookies], and here's [more paperwork] establishing that Jane Doe is his next of kin." Then CCP has to go and scan its database for said credit card numbers and email addresses, infer at its own legal risk which accounts the dead guy owned, and then possibly send your letter.
In short, dying rich is more trouble than it's worth.

You are certainly right, but still someone would need to contact the family for them to provide the necessary data (proof of death, any way to connect him to eve), right? If you knew the dead person, would you do such a thing to a deceased friends family? If you didn't know him, would you do it to a strangers family? I'd be too embarassed to ask about getting stuff from some game (that's what eve probably is to them)! Then there is still an issue with totally different legal situations all over the world regarding all of this.
Definitely won't happen.

Someone needs to invent a service, where you sign up and determine who is to be notified in case of your death... This could even help the families, as the don't need to inform anyone (like insurance companies; anything you held a subscription and so on) on their own.

A dead-man switch! Unless you log in at least once every 24 hours and hit the "I'm still alive" button, CCP will confiscate all your stuff and then auction it off.

It's certainly tricky. Maybe the account is handed over to a "trustee" who is named by the character in advance if the account isn't logged in to for over six months?
