Low sec needs a boost. for the most its full of pirate gate campers, solo smart bombing BS campers or macro missioners.
i suggest simply introducing a limited concord force as well as/or instead of gate guns... this should just be a few frigates in 0.1-0.3 and up to a cruiser or 2 in 0.4.
they would have to have decent enough AI, basic web and scram, but nothing too mega. harder than normal NPCs, but still killable. gate guns these days are laughable.
with this change should also come a change in GCC. high sec its 15mins and 0.0 its nothing... low sec should be around 7 minutes.

i like it, but i'm jut another carebear.
i'd say keep this, but there can only be a couple patrols in system at any one time, and there might not be any.
the patrols would warp around the system, and respond to aggression as quickly as they can. shouldnt be too much strain on the servers because most lowsecs are underpopulated anyways.
patrol compostition should be largely random, from a single frigate to a few battleships and support.
i'd also like the same from faction navies.
feel free to flame if you don't like it.

means that small frig gangs could fight at gates without getting pwned instantly! would enhance solo low sec pvp, not like you can gank anyone ina frigate or solo gate camp but means you could follow the fight to a gate or station.
pirates would be free to use smaller ships and have a bit more experimental without getting pwned and people could use low sec belts knowing that they will have small help if they are getting attacked...
carebears win and pirates win
makes the transition from high sec to 0.0 easier.

Who was that guy again asking for new aims in the game? This would be something for him. Instead of introducing concord to lowsec I propose you setup your own security force consisting out of... players. Make intel channels and get rid of the flashy reds. I am aware that this is an objective which will be hard to achieve and the results are even harder to maintain but we always wanted to be part of something great.
Yeah, it's an idealistic idea... you can say what you want about them, some things would never have happened without them.
I say NO to concord in lowsec. Take matters in your own hands. (this doesn't mean that lowsec does not need a boost of some kind. I simply say: concord in lowsec is not the way to go)

i agree, concord in lowsec is not good, although the guns are too laughable.
Laxyr, could you think of some more incentives for private concord corps? as no people are doing it i guess it is just not rewarding enough or too hard. pirating is just easier... |

lowsec's issue is the danger is tripled while reward isn't even doubled. danger is high because pvping has no penalty short of the laughable sec loss
solution
-either have a NPC force assist the person being shot -make a sec loss a big factor, even to pirates that never enter highsec -reward players for assisting players that are being pirated

Really? I mean, I've lived there exclusively for about 2 years now. Haven't seen anything like that. Please tell me where to find solo smartbombing BS's and macro missioners. I would love to kill them.

Ok, so slightly upgraded NPC's. Kinda like maybe a few sleeper cruisers/frigates? You do realize that any gate camp ship is going to laugh at those even harder than the current sentry guns right? If you just wanted to double the sentry guns on gates/stations, that would be more sensible.

I think a better bad idea would be to have aggression anywhere in lowsec have a chance (based on your sec status, the target's sec status, and system security) of spawning in a lower dps, no scrams version of concord that you could run from. Shooting at one would cause it (and only it) to scram you until you finished it off, at which point another one or two would warp in to replace it (but not scram). The point isn't to fight, you can't win; but after running around from SS to SS you would eventually shake them and they would despwan (number of jumps again based on all securities involved).
How this would work with POSes I haven't the slightest; perhaps the POS maintenance works as a "get out of jail free" card of sorts.
