to be perfectly unprobable you must have:
1) sensor str. / sig. rad. > 1.08
or is it
2) sig. rad. / sensor str. < 1.08
Lets say we have a Tengu with 150m sig. rad.
using the first equation it needs to have a sensor strength of 162 or higher to have a >1.08 ratio and be unprobable
sensor str. / sig. rad. 162 / 150 = 1.08
using the second equation it needs to have a sensor strength of 138 or higher to have a <1.08 ratio and be unprobable
sig. rad. / sensor str. 150 / 138 = 1.08
So whats the correct formula |

if you sig rad is 150, your sensor strength needs to be more then 138.
its ok for sig rad to be slightly more then sensor str, but not more then 8%

Target size is calculated as sig radius / sensor strength. The smaller your ship's target size, the harder it is for people to probe you down.
For a covert ops prober with perfect skills, a full virtue set and Sisters equipment, this value is 1.08012498.
min scannable target size is 1.08 Target size is sigrad/sensorstrength
when sigrad is 108, sensor strength is 100 (sensor str slightly lower then sigrad), the target size is 1.08. which is lower then min scannable target size of 1.08012498.

You will find once you are 1.08, you are 100% unprobeable and that DOES NOT require sensor strength to be over sig. radius but close to it. (i.e. 150 / 140)
But generally speaking, you can even be safe on 1.2 or 1.3 for most scanners. Only lvl 5 cov ops, with rigs, Sisters launcher and probes, hardwirings and full virtue implants can get you all the way up to 1.08. Most pilots do not have implants/hardwirings and usually not even Sisters launcher, so use that as a bare minimum.
