So, I'd like to bring up a point several others have brought up: the removal of the 100% SP increase along with this. Now, I understand the concept behind why it was removed. You guys tested and realized a player could be in a drake in no time flat. Fair enough. BUT, I'd like to take a different approach to it.
Many players who play EVE don't want to have to wait 60+ days to solidly viable for PVP. New players are so far behind the rest of us that many don't even want to bother. Folks say "SP doesn't matter at all", but that is total BS. Target lock time. Total capacitor time. Total speed. The items they can put on the ship. You are telling me that a person who gets popped before they can even get a lock wouldn't have been better off if they had Signature Analysis to V?
So, where does that leave us skill wise? The difference between an older player and a newer player would be less about utility skills and more about the ships they can use. If a new player wants to use his skills on bigger ships- let him. He'll be a more expensive target. But if he wants to research the game and learn what skills are good for what, he'll know to do those first. In the end, he'll still be putting around in a frigate or a cruiser, but it will be PLAYER SKILL that separates him from those of us who have played for a while, as opposed to SP.
People afraid of this concept generally use the strawman argument of "Why don't we just give them all skills immediately, then?! Titan from day 1!". Luckily, they stand out in the community because of this. :)

you can be in a tackling frigate after 12hours skill training. that was with the old mechanics. havent checked with the new numbers. it might be even faster now. the real problem is finding a corp that is helping you to learn. (EVE University comes to mind though)
tackling is an essential part of PVP.
anyway ... and all your points ... matter less for frigates, because they got pretty good base speed and lock time already.

many roams are in the minmatar dessie, takes less then a week to fly and fit guns, cheap too, rifters are popular. cruisers take a few weeks to fly well and again are worth looking into,
then there is always the cane and drake, about a month, but again you can be flying smaller ships and work your way up

Stop failing at reading comprehension. Or haven't you even read the dev blog about the changes? The new changes allow for faster training of your characters because you essentially have 5+m SP in learning category (EVERYONE's learning was maxed out)
New players are getting MUCH MORE than 100% speed training boost compared to old players.

Especially considering the fat anyone who ever asked for help as a noob with what to skill first, and most vets starting an alt, trained learning skills first. Which took the 100% bonus and used it all up so you could have a bonus after 1.6 mil SP.
