does cloaking V remove all targeting delay penalties when decloaking?

Nope, was reading someones post where they were in an frig, a lachesis decloaked and scrammed and killed them. Was wondering how a frig wasnt able to get away in time. Thought I would double check on what cloaking V did.

Cloaking 5 used to give a speed bonus to certain ships. They (CCP) have since removed that bonus and now you only need to train cloaking 4 to get all the usefulness out of the skill. SCHALAC HAS SPOKEN |

IIRC, some ships have no targeting delay after decloak, probably the Cov ops frigates at least. Yeah, just checked, stealth bomber has no delay. Any other ships?

I thought this was true for all of the 'covert' ships.
Ships that can fit CovOp Cloaking Devices.
Cov Ops -- frigs Recon (or t3 with right subsystem) -- Cruiser BlackOps -- Battleship
On double checking only seems to be the stealth bombers and BackOps ships that have a no targeting delay bonus (I didn't see this written in any of the recon ships). Doesn't seem the t3 cloaking subsystem takes away targeting delay either.

Can't even tell what you are talking about. Getting level V in the skill is exactly as useful as the drop in lock time that it affords. If you don't have a use for that bonus, then so be it, but other people will find it plenty useful. No need to spread false info.

However, this ship only requires Cloaking I That's the only way that I see to have 100% targeting delay in reference to Cloaking and Targeting.

Correct, although anyone sane would train Cloaking 4 for the covops cloak for a bomber anyhow.

Correct. Only bombers have no recalibration penalty.

To be fair it was likely an Arazu. That has a 6 second targeting delay that can be pushed farther down with rigs (say 4.5-5.2 seconds). With normal system lag, it can take a second or two for his ship to show up on the overview after he's decloaked. From there, a frigate probably couldn't warp out in the normal lock time of an Arazu.
