Proposal: Hull Rigs (not currently in game). Penalty -10% to agility. 1. Hull reinforcer: Increase Hull HP by 30%, 2. Anti-omni hull resistance: Increase resistance to all damage types by 25% (follows damage control which is omni-resistant) 3. Anti-EM,Thermal,Explosive,Kinetic hull resistance. Increase Hull resistance to specific damage type by 40%. 4. Hull streamliner: Increase speed by 7.25% (same as auxiliary thrusters) 5. NERF: Reduce Reinforced Bulkhead hull effectiveness by half.
Motivation: The inclusion of small and medium rigs into the game has been a bonanza for shield tanking ships. Three core defence field extenders increase ship shield capacity (and repping ability) by 52% and may be largely responsible for the rapid rise of the shield-tanking race ships, namely the Drake and the numerous ômax gank and tankö fast Minmatar ships. http://eve-kill.net/?a=top20 To a lesser degree trimark armor pumps can be added to armor tanked ships with the same bonuses. However, trimarks incur a rather large penalty to speed.
Traditional hull tankers - mostly Gallente ships, but any ship that relies on a damage control as a its main source for hit points - have been left in the cold with no ability to increase their overall HP through the addition of less exensive rigs.
Gallente ships need a buff. Right now Gallente ships are in a Catch-22. If they armor tank, then they canÆt get into range to kill ships with their extremely short range weapon systems. If they shield tank, their blasters canÆt track ships at their native range because they forego a stasis webifier in their midslot for added tank.
Additionally, the fitting requirements of blasters (and lasers) are so large that one or more fitting module is often needed to install the best guns of each class on ship. A way to add overall tank without wasting valuable mid or low slots (that can be used to help improve overall ship performance) is needed for Gallente ships to compete..
The addition of hull rigs helps address all of these concerns.
Justification: 1. Penalty: 10% reduction in agility.
The proposed penalty is assigned to meet to reduce agility rather than speed (armor rigs) to help differentiate between armor rigs and hull rigs. Plus, there is a call for Gallente ships to be faster but less agile in order to close range more quickly to catch target, but at the cost of overall agility. Think French Knights charging headlong into battle.
2. Hull streamliner.
The hull streamliner is proposed so that a ship can increase its baseline speed but still retain tank to help it complete its head long charge into the enemy. Note that a hull streamliner rigs will increase speed of each ship exactly like an auxilliary thruster rig. Ship speed limitations are still the same. Myrmidons will never be faster than two nanofiber Hurricanes.
2. Hull reinforcers.
These rigs increase the overall HP of the hull tanking ships. The percentage increases at first seem rather high, but they have been tuned so that the overall HP are less than the same ship if it is armor or shield tanked. The tank on hull tankers will be a combination of increased HP as well as lower signature radius while also retaining speed.
Note that hull reinforcers and omni- resistant rigs appear to be redundant, but they could be differentiated by build costs, or if CCP ever decides to buff hull repairers.
3. NERF: Reinforced Bulkheads
In order to implement the hull reinforcer rigs, the Reinforced Bulkhead modules need to be reduced to half of their overall amount so that hero-tanking battleships have about the same overall EHP after this rig system has been implemented. A 6 low slot Hyperion would have effectively the same overall EHP. A BS with a larger number of low slots will have a slightly larger overall EHP.

Actually this is a viable option for some if not all passive solo fits.
Shield hardeners increases signature, amour plates slows you down but hull does not impact you in a negative way and consume less cpu and power grid to fit. The negative is that there are no bonuses on any ships for structure repair and/or resistance.
Personally I would like to see a hull tankers as a viable option as it will make for a much more interesting and diverse ship designs.

And then read the text that accompanies it

Yeah it's called gank fit ships. Was viable when tank of gank-fit ship was somewhat close to tanked fit, but with rigs the tank differential has widened. There's no good way to increase ship dps by the same percentage to compenasate.
