Consumables would be good
Legal Boosters
Boosters that perhaps nullify the Sansha zonal effects.
Concord Scripts for mods such as sensor boosters/ tracking comps, perhaps with limited number uses.
Still not sure about weapons tech being released by concord but concord faction guns that benefit from T2 skills and can use T2 ammo would be most incursion runners dream.
LP and ISK cost for special insurance that pays out worthwhile amounts for Faction/T3 ships and mods losses.

Lots of cool ideas. Go with the police angle.
These are listed in order of acquistion/price. You must have the previous item to get the next item (example, must have deputy badge to get sheriff badge):
* Deputy's Badge: Can now fire on criminals using the faction police rules in .5, .6, .7 systems (example, could fire on -3.5 in .7 system); must have and maintain +3.0 sec status or better at all times. GCC instantly voids the badge.
* Sheriff's Badge: Can now fire on criminals using the faction police rules for all sec systems (example, could fire on -2 in Jita); must have and maintain +5.0 sec status or better at all times. GCC instantly voids the badge.
* Captain's Badge: same as Sheriff, plus access to Concord Agents (of which a small number would be reintroduced/re-enabled)
* Judge's Robes: Same as Captain's badge, plus can fire on any negative sec status, anywhere, anytime |

Concord implants, which would follow pattern of Genolution implants, but be weaker than Genolution and like them give multiple bonuses, instead of one large bonus to stats. Genolution implants arent seeded/avail in LP store and arent replaceable, even though they're optimal for some uses.

I'll suggest a booster / item that let you jump to an incursion place of your choice
This goes including your ship and everything in it. I suggest two variants.
a) moves your active ship and everything in it.
b) move all you have in the station of departure (lockers and ships).
It could be called "Concord relocation service"
I would happily buy it for like 5000 LP and 5 mill ISK for just the ship move.
The relocation of multiple ships and items could be twice as expensive.
In my opinion it would eliminate the tedious moving ships around which ain't even funny.
CONCORD would from a roleplay point of wiew be interested in providing the service to help people getting to the evil Sansha....

Well thinking of a few things that don't have faction/meta variants.
CONCORD Scripts
Scripts that give you slightly better stats for both attributes on the module than unscripted.
i.e. CONCORD tracking script +20% tracking +20% optimal. So would be worse at tracking than a tracking speed script, but would give more optimal/tracking than being unscripted, and give more stats overall but spread across the two attributes. Alternatively, could just make them better in the one stat.
CONCORD logistic / E-WAR drones. Drones with increased HP.
Drone Implants. +1/2/3/4/5/6% to scout drone damage, heavy drone damage, sentry drone damage, fighters damage, drone speed, drone hitpoints, drone tracking, drone optimal range. +1/2/3/4/5/6km bonus to drone control range.
Other Genolution implants prehaps? Or a new CONCORD set similar to Genolution set.
CONCORD rig BPCs which function like regular rigs but with reduced drawbacks i.e. a CONCORD Trimark Armor Pump could have a speed penalty of 8% instead of 10%, or prehaps with reduced calibration costs, i.e. a CONCORD Hybrid Burst Aerator would cost 175 calibration points instead of 200.
CONCORD salvager/analyzer/codebreaker. Prehaps with a bonus to hacking logistic arrays in incursions.
CONCORD ECCM/Sensor Backup Arrays/Signal Amplifiers.
CONCORD Cap Batteries.
CONCORD Damage Controls, Armor resistance shift hardeners.
CONCORD Tracking Links
Some exclusive clothes.

here is what you could add 3 probe types:
1. tracks down only cloaked stealth bomber ships cost same LP as a sisters probe but u must turn in 10 sister probes to get 1
2. same principle works same but can only see covert opts ships but must turn in 15 sister probes and pay 2x amount of LP as sister probes
3. same principle but only sees black opts cost 20 sister probes and 4x amount of Lp as the sister probes
works same way as regular probes by trianglering them just add the tag for seeing only xxx ship types only
another words works like they not cloaked and when u warp on em it decloaks em! as long as u do it or u initiate a fleet warp on it!

Would temporarily deputizing any player who can purchase it for some period of time. Perhaps 24-48 hours. During this period of time, the player in possession of the letter would be permitted to attack any other player with negative security status with impunity and free of CONCORD reprisal anywhere in hi- or low-security space.
This would effectively reinvigorate the forgot (perhaps never-existing) bounty hunter profession. During the deputized period, the "bounty hunter" would also earn additional CONCORD LP for each target, with the amount of LP earned based on the degree of negative security status (a -.01 target giving very little, while a -10.0 would give a ton).
