Could be used as a final resort to take your enemy down with you (or more likely be abused to destroy small ships at gates after scanning there cargo for anything decent)

Considering its fitting reqs, and damage dealt, it'll be used in high sec space to blow up every single ship out there. 5 or 6 pirates in frigs, each with one of these mounted. Orbit BS at 2km one by one firing off...
1000 kinetic damage will take out a BS if you have enuf of them. Let alone frigs, cruisers, mining barges, etc.
Don't think its game btw.. least I've never heard of it for what thats worth.

Think of the uses!
I'd put one on every ship as part of a standard setup. If I'm in a battleship and there are a few interceptors swarming me, if I take out a few crows its more than covered the economic damage I suffer.
Would also provide an interesting alternative to nosferatu with ships that have a spare hislot...

EVE Radio Army, 100+ pilots in Ibises, Impairors, Velators and the like.
Each one of them with a Small Hellstorm I.
Blob foray into major alliance space, suicide bombing everything they see. |

What ship can tank 10k structure damage?! Theres no structure hardners out there, so its pure 10k damage.

It's worse than that, even if there were structure hardening modules the 10k is not damage. It is a negative repair value...
While I can imagine CCP putting structure hardeners in the game sometime, I can't think of anything that would resist a negative repair.

Simple solution.
To activate them, require your ship to have taken damage in the last 30 seconds, aswell as be on less than 50% structure at the time of detonation. --------

30 second delay is not a good idea, however, forcing you to have taken hull damage from a player in the last 10 seconds is good. exploiter (griefers) would need a lot of coordinations then.

large groups cant use these: + first ship self destructs and cripples/destroys most of other ships + surviving ships pod those that died in the first blast
good for gate clearing tho |

As for balance, these are terrible. They hurt close range ships even more, and make flying a ceptor vs anything with a utility slot even more suicidal. Personally, I think it is a dev joke.
If not, we'd hear about it on the test server first, so it isn't in game.
I'd be somewhat surprised if it was allowed in the game in its current form. (Taking it seriously, it has the same cpu and grid as a smartbomb I so you can see it is a cut&paste job at the moment...)

I hate it.
Immagine 2 Condors (17,5K each...), attacking a crow/taranis or any other ceptor. They'l kill 10mils worth of ceptor, while loosing 35K them selfs.
Balanced? I think not.
