If yes, should they just be allowed to pass through but prevented from combat, or should they be fully functional?
If no, why not?
Or should caps but not supercaps be allowed in?
Could it open up new roles for Dreads, for example?

Well op As a new cap pilot I think that cap and super cap should be able to use hi sec space as well as low, null, and wh space.
There are many corporations that live in hi sec and would love to be able to put a challenge to many low and null sec corporations and alliances, even if there was a rule for no combat in hi sec areas.
CCP could quite easily disable the weapons while in .5 and above, and make all trade hubs non cryno area's to prevent mass suicide attempts.
Also giving people a chance to learn about fleets and how to run them and how to use the equipment,
I think more people or corps would venture to low sec and null if they new how to fleet properly, as currently there is only one way to learn and many people are put off because of the possibility of loss.....

Allowing them to dock, market, light cynos in hisec? Sure. I would support that with one caveat. They are not allowed to target ::anything::. Not even rocks (sorry Chribba), rats, anything. Make it so their targeting systems are 'turned off' in hisec or something. Supers should still be non-hisec only though. -----------------------------------

No. Never. Not even with targeting turned off. Caps and supcaps are really powerful and they are meant to have the risk of being destroyed when in use. Hisec caps would be way too safe.

Yea... My rationale was that w/o targeting the cap staying in hisec for long periods of time would be pointless, so they would only head to empire for a short time and then back to low/null where it would be based from. More caps traveling (ie make them useful for logistics (Yea yea, JFs..)) would mean more caps exploding in long term. -----------------------------------

You don't learn how to fleet by diving into the deep end with a 1bil isk investment, idiot. You fly battlecruiser gangs, then BS gangs, then you get a presence in lowsec and buy capitals.
Anyone who wants capitals in empire is clearly stupid. Neutral RR is annoying enough without triage carriers undocking in empire wars. Reason you guys want to enter high sec with it is so you have no risk in moving it. Cyno fields are almost no risk already for the carrier - light at station, jump and dock. Losing cyno alts, having a pos for cyno or having a support gang to defend the cyno is just a fact of life.

Yea, you're probly right. Need moar coffee... But that would be a terrible mechanic, offset by simply jumping MOAR carriers at once.

Yes I did, a 300s timer on the jumping ship (the carrier/dread/whatever) to be able to dock/jump again

Just because you are a beta pilot doesn't exclude you from the realm of stupidity.
Anyway, I've stated my reasons. Current system on how caps are dealt with is fine. You've stated no counter arguments besides that you have capitals, well good for you, so do I.

Caps in hi sec.
Now there are 2 ways to do this.
A. they are allowed in hi sec but cannot use any (weapon)systems B. they are allowed in hi sec and are fully functional
A. has the problem of them not beeing able to defend themselves and they will get ganked
B. has the problem of them beeing to powerfull
Personally i think the only other way to let them travel through hi sec is them not beeing able to fire or to be fired upon.
Having said all this, i think the whole idea is the suck and they should stay the hell in low/0.0 sec where they ffing belong! ________________________________________________
