does this affect the range for warp jammers and if not what skill would

After that bonuses of Gallente EAF/Recons and fleet boost from minmatar Commands/Loki.

Interceptors skills raise the range, on the fleet Inties, per level too.

Long Distance Jamming does not affect anything except electronic countermeasures (ECM) modules optimal. There is no skill that directly increases the range of your tackle.
However, as mentioned above, training thermodynamics to 1 will increase the range a warp scram/disruptor gets when overheated by 20%, as mentioned in the module description. Also, certain ships give a bonus to range on those as well. For Example, the Keres gives a 10% bonus to warp disruptor range per Electronic Attack Frigate level. Arazu and Lachesis both get 20% per level of Recon skill.
If you want long range tackle, my suggestion is to get in the right ship, fit it with a faction or T2 disruptor, and go gank somebody.

That skill effects the range of ecm jammers.
Command ships skills can effect warp disruptor/scrambler range also. |

Actually it affects all four racial EWAR mods, as does Frequency Modulation affect the Falloff all of them too:
Long Distance Jamming "Skill at the long-range operation of electronic warfare systems. 10% bonus to optimal range of ECM, Remote Sensor Dampers, Tracking Disruptors and Target Painters per skill level."
I suggest OP trains 'Right Click', 'Show Info' & 'Reading' Skills to at least IV

Agreed, I can see how it could be confusing, however the description is very clear on what it does and which modules it affects and is easily found in or out of game. There is a link to the item database containing every skill and it's description just there on the left of the screen <<<<<<<<<<<<. Just saying.
