Before removing skills, getting the best set of attributes was something around 9/7 I believe. What would it be now?

Most extreme min-maxing was 15/9/5/5/5 (sum 39), now is 27/21/17/17/17 (sum 99), or +12 to each vs old system, +60 total.

So as a noob I should remap now to 27/21/17/17/17 from top to bottom for best training results? If I remember correctly everything is balanced at 20/21 by default at least for my char.

Default on fresh characters is at 20/20/20/20/19cha plus whatever bonus you get from implants you might buy and plug in. What you should remap to heavily depends on what you plan to train and when//where in the plan you want to use your "free remaps".
Personally, I'd recommend sitting at the default values until you get the basics out of the way (because there are TRUCKLOADS of early useful skills using all possible attributes), then consider remapping only after you have a better idea of what you want and a general sketchout of a skill plan at least a year long.
If you have no idea what you want to do exactly except "combat" in general, one of the better overall remaps would be max perception, medium intelligence, minimum for the rest... ...but even that not quite from the start (get mem/int and cha or wil-related skills out of the way first to acceptable levels). _

i read in other thread it is best to map into intelligence/memory and train related skills then map into perception and willpower and train those skills, that's what I plan on doing :)

If this is your only character, do not. It will make you unable to do anything for quite some time while you pursue support skills without anything to use them with. First year training for a combat character is best done as default values, then when some drone and so on skills are picked up, max per, medium intelligence for a while. Well it's a nice idea but I'd train to at least an Assault Frigate or Battlecruiser with decent weapon skills 1st before remapping. If you want to do a thorough int/mem skillplan it will keep your skillqueue full for around 9-10 months. You can also play another game in the meanwhile, ofc ..
