I noticed something funny. On average a Guristas cruiser drops 2-3 items, whereas a Blood Raider cruiser of similar bounty often drops 6, including sweet stuff like named hull reps and named smartbombs that pony up lots of zydrine when reprocessed. What the hell?

Because their centers of operations are in the middle of empire space, so they have access to richer ships to pillage, of course.

While were on the subject, It also seems like Dread Guristas spawn way more frequent then other elite pirates. Atleast, you hear a lot more people who get DG's then say Shadow Serpentis.
He dunno, More Shadow Serpentis is always good ---------------------------

I think the only reason more DG spawn is because more people do missions for the Caldari State. ---------------

Everytime people meantion stuff like this I get afraid it's gonna get nerfed. Stop reporting it and be happy you get some loot :O) We already have plenty of ships (Battleships) not dropping loot. --------------------

I agree with you, Shadar. Further to this - I posted in a thread a couple of days ago my opinion that 'out of area' rats drop good loot. So if you are fighting Guristas in a mission in their area, don't expect good stuff - especially not from BS spawns. If you get them in a mission offer from outside their normal zone, take the offer and good hunting, since I think the loot code is 'pre-nerfed'! The same applies to all other NPC rats of course, and thus the Blood Raiders for example will seem to be dropping better loot if you run into them on the edge of the Empire, away from their normal patrol zones.
...Just a theory, but it works for me.

I've had 3 missions in the last week from my Caldari agent that involved Blood Raider NPC's.
The cruisers have dropped 3 partial hull expanders, so far, but the Apoc/Arma BS NPC's have dropped frig loot.
Go figure.

now you mention this they do drop crazy amounts of loot, last lvl4 with amarr I did they dropped 5+ items each, whilst everything else struggles with 3

I'd say more likely being the raiders actually have their own region of space that is located inside a middle ground in the eve universe and is empire regulated space. and it's quite a vast number of systems.
I would have thought there would be many more commander spawns there being it is their home region as well but they do not often.
rest of the rats hold location out of empire.
I don't think the bloods are the strongest rats but they are the strongest market rats due to them holding an empire region.
thus should have slightly more drops.
