And if so, what is that way?
I have thrown together this, but I suppose its at best a first iteration on the way to goodness.

just want to point out that Small Shield Extender is always a bad idea, always.
If you can't fit medium, remove other stuff until you can fit a medium

Hook is rapidly becoming the new FoTM in FW, being one of the few frigates that makes Dramiel's dock up and have enough oomph/tricks to take on bigger targets.
You are using a fitting mod to get some extra damage at the expense of all the other things that could go in those two lows and the most cap intensive module for a frigate (invuln). It already does very good damage against most things and capping out this loosing resists or Goddess forbid tackle is not a good trade.
PS: The fifth mid does not absolutely have to be used for tank you know, eWar (TD!!!!) or extra web will serve you a lot better.

That little bugger will either eat them alive or they'll run away. Yes it's active tanked.. you can't fit the buffer to match a dram so don't try to buffer it.. also meta 4 launchers fire as fast as t2 for less fitting cost, leaving room to stuff in that meta dcu instead of a coproc. Scram is both for fitting issues and, let's face it, if you aren't in web range you aren't going to stay in range anyway.
Against other frigs it works pretty well, just avoid things you expect to have a neut fitted.
You could try to hunt turret cruisers by dropping the webs for a mico cap booster and a meta inv field (200s will keep you 'stable' till you run out, or use 100s to fit more and pulse the sb as needed) Anythign with a flight of drones will rip you apart pretty fast though so I'd stick to frigs.
EDIT: You can make the above fit work without the spendy mods if you aren't confident with the ship yet and against anything but a dram, meta/t2 works fairly well. The speed/point range of the ab and scram greatly increase the survivability if you hunt drams thoughs, so don't shy away if you have the isk.

Dual Web/Scram, AB hookbill = DOOM to any frig hull that gets in web range including dual/prop drami etc...Have never tried it vs. a daredevil though I believe it could orbit the DD at 7k and eff it up too...it really depends on the piloting since I think the dual web hookbill and a single web DD should be knocking each others speed down to about the same. I'm not sure who would be faster. If the hookbill maintained 7k orbit it wins if not I think the DD may win.
Anyway, Dual Web/Scram hookbil gets my +1 vote.

Thats what I'm flying around with right now. No PVP yet, as I have been flying with BC and BB class ships, and re-learning non-bricks is a bit of a challenge.
But I'm entertaining the idea of using a Hawk instead.

MSE 2, Web, Scram, AB. The hawk offers better resistances. The Hookbill offers an extra rig slot and a second web and better dps...
I would fly the Hawk until you get familiar/comfortable then switch tot he pricier Hookbill.
Get VERY familiar witht he resistances of other frigs and their normal pvp fitting. For example when going in against an Ishkur in a Hawk you should know your shield resistances are good vs his blasters but not his drones. He will most likely be sporting 5 warrior 2s. and will be active fit or buffer fit. Either way switch to Explosive rockets and orbit at 7k. @ 7k you nullify his blaster DPS (if he is rail fit youre still better off at 7k). If he is scramming + webbing you he is buffer fit if he is only pointing you he is probably active repped. Either way you should be able to pwn him exploiting his explosive hole. Whatever you do dont use your thorn rockets as he is a T2 gal ship built to fight caldari with huge Kinetic resistances....trust me its worth switching to explosive...
That was a rant into an encounter i see often when roaming in a hawk/h-bill...
just be aware, you are unlikely to catch anything that doesn't want to be caught unless you land in scram/web range because your AB just doesn't make you fast enough. But most drami/taranis pilots are dual propped and think theyc an escape anything
PS if you run into a slicer etc. that will kite you to death...you are out of luck ...hope you can de-agress and jump or you will die

Fits I've used that work for this baby include dual prop and dual web versions. It's pretty nice to have 5 mids.
