I came across a signature today which I couldnt scan down. Admittedly I dont have the best skills and equipment so I guess that's why. I have Astrometrics at 5 and then the 3 other astrometric skills at 3. I was using the regular expanded probe launcher with regular deep space probes and scanner probes, in a regular Imicus which does not have any scan specific rigs installed.
I got to a point where I had all 4 scanner probes at their smallest radius huddled around this yellow icon for where the signature might be and the highest strength I could achieve was 77%. I spent over half n hour making slight adjustments and changing my formation and never got anything higher.
So is it merely because my scanner strength when combining skills, equipment and ship are just not enough for a site like this?
It did say it was a grav site with the hedegberg, hemorphite ores and this was in high sec.
So what is the biggest bang for my buck to improve my chances of scanning down something like this?
Should I go for raising one of the skills another level? Install some kind of rigs? Get Sisters probes? Get sisters launcher?
I hesitate to spend the high prices for the sisters stuff but if it means the difference of scanning a site like this down or not then id go for it.

I would recommend two scanning rigs (small gravity capacitor upgrade I) and sister's probes (Sisters core scanner probe). The first will set you back 200k at max and are a great investment. The latter will set you back 500k per probe roughly, but you only need to carry 4-6 of them. I personally like to carry all 8 loaded in my launcher so I can lose a full set of 4 and still be good, as I scan in dangerous areas of space where at times I've been forced to run without calling in my probes. Some more skill training in the astrometrics department would be nice, but I wouldn't consider it necessary (I'm sure some of the more hardcore explorers will blast me for that). If you really decide to go ~full out pimpage~, then I suggest either a T2 covert ops frigate for maximum scan bonuses, or a T3 with the relevant scanning subsystem so you can scan and fight. If you want to go for the "I'm a bloody rich guy with too much isk on my hands" there is also a set of implants available (Low-Grade Virtues).

Im still new to the game myself but have been doing scanning since the first couple days I started. And I concur with what prev post said.
Use a Scanning Frigate ... Astro @5 and other related skills at 3 is mostly sufficient. And deffinetely use the Sisters Core Probes they help a lot! Check your scan strength by opening the fitting window and clicking on "Charge Info" I was having trouble with sites when my scan strength was in the 70s but then bought the 6% scan strength implant and trained pinpointing up to 4 and now I can get close to 90 scan strength in a scan frig and havent found any sites I cant scan down... I even get low 80's scan strength in a normal ship and can find almost all signatures with that...
TL;DR -- Check Scan Strength in fitting.. try to get it above 85 with Implant, Sisters Probes, or Astro Pinpointing, and you should be able to scan the vast majority of sites.

5-7 x Sisters probes +10% - 600k each 2 x small gravity capacitor rigs +10% - 50k each 1 x PPH-0 implant +2% - 1 mill
Total spend circa 4-5 million depending on where you shop, a very worthwhile investment. Especially if you've already gone to the trouble of training Astrometrics to V.

Might want to go for the PPH-1 for that extra little bit of oomph. Not prohibitively expensive at 24m or so, but if you're flying on a budget...

Ofc - it is kinda persumed you have atleast one frigate skill to IV, hopefully...

Though getting the scan strenght rigs for your imicus should be step 1 (and sisters probes step2), there are a couple other things. Get astrometric rangefinding to 4, this will increase your scan strenght. Astrometric aquisition is close to useless, hope you didn't spend time on that one. Astrometric pinpointing to 4 is useful, but not neccesary. Sadly, astrometrics at lvl 5 will not help you much. Only gives you the deep space probes, which you don't have any need for (in what you do now). Aim for getting a covert op, this will open new doors for you as well as making probing a lot easier. Just keep in mind you want the cov ops skill at 4 before replacing your t1 frig. This might also be something to wait with until you have raised some other skills first. You definatly want to wait with getting pimp stuff such as the sisters probe launcher until you are in a covops in case you're thinking of going outside highsec.

The heck are you smoking? Deep space probes are god-tier if you scan on a regular basis and keep a sheet of the scan strengths like you're supposed to.

Some of this has been mentioned but anyhow:
Short term - get rigs (small gravity capacitor upgrade rigs) two of them. They are cheap and they will make a big difference. (only about 100k for them both)
Next you need to plan on funds and on skills:
Funds wise:
1) Sisters Probes (buy just the ones you need, make sure you don't forget them!) 2) T2 Cov ops ship (should be less than 20 million - this is linked to your skills though) 3) Sisters probe launcher (+5% strength and pretty pricey - you don't want to use this in ships which go pop or are easy to lose) 4) Once you are dirty rich you can start to dream about the virtue implant set.
Skills wise this will depend a little on your actual goals and neural map but:
Frigate to level V (does two things - +5% scan strength on the T1 frigs and is a prereq for covops which have an even better bonus) Astrometric Rangefinding to level IV - +10% scan strength very good, eventually you may wish to push it to level V but that will take a very long time. Covops - Train this up as a goal if you are really looking for long term exploration.
