Hello, i am not sure if i am understanding the skill properly.
Does the Tactical Shield Manipulation skill help even if i fly an armor tanked ship without any shield either passive or active hardeners, Invulnerability Fields?

You will always have some amount of shield, it won't be a whole lot but everything helps. So even for devout armor tankers it's smart to have at least some of the shield skills but I wouldn't put them early in my skill training list. Once you start running out of "must train NOW" skills you might have a look at them.

Edited by: REiiGN15 on 18/02/2011 16:54:55 Basically its a skill that tries to prevent your ship shields into becoming swiss cheese at the period of low shields. If you don't have this skill then there is a 25% probability that when you get hit again when having 25% shields it will also hit armor and structure a bit. Level 5 of this skill totally eliminates that problem.

That's incorrect. The probability that some damage will be applied to the armour has been shown to be much smaller than 25%; it's more in the range of 3% to 5%. There is no evidence the skill changes the chance of damage to armour - what the skill does is change the point at which this chance starts occurring (as explained in the link above).
