I RP somewhat, and I really don't like the idea of being unable to go into another empire's space. Therefore I decline all anti empire missions. Since my character is a Anti Pirate RP, I also decline them for the sake of honor.
Now here's my story.
I wanted to develop a Caldari agent, so I researched the best agent available to me with a particular corp. After locating him, I fly the 20 jumps to his location (even cutting through lowsec for speed) and upon final arrival I pull 2 missions in a row that are anti Gallente. Obviously I am NOT going to fly against Gallente solely due to the 8.20 standing I worked and slaved (you don't want to know what it's like to be a SLAVE in Gallente space)to obtain.
So I m blocked. I flew out of my own space into an area with only one contact. Now I have to wait 4 hours to decline the mission in hopes of obtaining an acceptable mission agent. Doesn't this seem silly?
Complaint: WHY am I limited to only one mission offer at a time from a single agent? And if I don't like that offer I can decline. OK... But only once per 4 hours? I often run one level 4 mission every 15-20 minutes. That's between 12-16 per four hours. Relatively that is a HUGE amount of missions I lose out on just because my agent gets his Gallente panties in a wad about my selective attitude.
Also, since faction standing is important to me, I am NOT going to decline more often since it appears to hurt the faction standing of the relative corp.
Proposed win game design: Why not have 4 or 5 pull at the same time, and I can select the best available.
If none of those match my liking I can decline and wait 4 hours then, if that's really your thing CCP.
Don't get me wrong, I agree with a waiting period in order to prevent mission pull spam on the servers, but one mission every four hours seems ridiculous.

Yuuhp, timers are there to stop people cherry picking best missions and only doing best paying missions. with time/isk/lp ratio, and yes it sucks, but if the caldari agent means that much too you you'll have to do it.
there are some 3rd party peeps that can help you build up standing with said corp, or you can team up with an alt /corp mate with standings and do caldari missions closer to home in a fleet and share lp / standings gain.

There have been lots of suggestions over the years. Some keep timer for non-antifaction missions and remove them for antifaction ones, which prevents cherry-picking. This, among things like no autopilot to zero, all contributed to the reputation of Eve being a convoluted game with what amounts to outdated and poor mechanics in eyes of the greater gaming community. Modern mmo dev/gamers would have thought along the lines of "well, that means missions should be balanced so all gives similar isk/hr." The actual gameplay of Eve is actually very substandard compared to modern mmos. Ppl stay around for the community, not for the game.

Move to a nice low sec mission hub with 2-4 agents in a single system or even station.

They're heavily camped. You will soon lose enough standings that agents will no longer talk to you, then forced to move back. It doesn't matter if you're willing to lose ships.

Not sure if having multiple missions is the right answer, but I do like the idea of some mechanic to avoid faction kill missions without the 4 hour timer.
If multiple missions were to be offered, we could have a "Mission bulletin board" that has both agent missions and player hauler missions, letting us select what we want.
My present workaround is to have two or more agents I work with nearby, and switch as needed. It means I work with less than the best agents, but it does work.
Options:
A flag I can set that tells the agent to just not bother offering me those missions, with the effect of reducing mission rewards.
An option to keep my record clean in exchange for reduced rewards when I do a faction kill.
A review of faction kill missions. Many are vs criminals. Why should I lose faction status with the Gallente when I kill Gallente doing criminal acts?

Now more of my opinion.
There are many ways to fix this issue, but isn't a 30 minute timer more than enough to stop cherry picking? and why is that even a real issue?
Oh noes he declined a mish. Lets get him!
Honestly, I think it's just there to make us wait longer for no real reason.

Missions like wc and AE are good isk (before lps and loot salvage). Timer prevents cherry picking. Eve unlike other games lets you buy game time with game money. Deny all to get AE and WC's....you have your plex bought in just a few hours of spamming with decent skills and a semi-uber grinding ship. CCP gives you the chance to play for free...they however want you to spend more than 5 hours to make that happen.

If cherry picking is a problem, CCP should probably consider canning the missions people don't want. Why keep content people don't want to run?
as an addendum to this, I'd like to request that if people decline an anti-empire faction mission (which many attempting to keep either neutral or high standings do), it not immediately pull another anti-empire mission?
As I'm sure many people have noticed, if you decline a mission, its more likely to pick a low income mission for the next one. You most often get courier missions from a kill agent immediately after declining a mission.
Also at the low end of the pay scale are EVERY SINGLE ANTI EMPIRE FACTION MISSION. Result, half the time when you decline an anti-faction mission, you get another anti-faction mission, because **** you.

You dare invoke RP for something as base as wanting to protect your standings?
If RP really was important to you then you wouldn't want to 'develop' a Caldari agent since you have obviously worked long and hard for the Gallente.
Your problem is simply that you want to max profits and the points with the Gallente LP stores are worth less than Caldari ..

Some people actually like the content others don't. welcome to the sandbox..eve caters to many people.
Also eve missions would consist of only extravaganzas, pirate invasion, worlds collide and damsel. ONly ones liked by the majority. Maybe the recon string of 3...its easy money if blitzed...better money if you actually kill the crap in mission 1 and 2.

Assuming you have to clear the list to get offered a new set, it seems to have a lot of upsides.
It supports the casual player, who can cherry pick, but if they wish to play 23/7 will rapidly run out of 'ideal' missions and must either agent hop or accept lower income. (stealth mission bot nerf?)
Removes irritating 4 hour timer when your 95% kill mission agent gives 2 haul, followed by 1 mine mission in a row. Especially beneficial for the casual player who may only have 1-2 hours to play.
Does not limit playstyles. If I want to kill gallente I can (if offered in the selection), but do not have to. If you have a way to make sub-optimal missions work for you, then go for it.
