So how does it work - what does the access difficulty bonus mean for codebreakers?
What effect do memetic algorithm rigs do? do they just speed up access or do do they affect the content of the container?

"Access Difficulty"
Access - Getting into the container
Difficulty - A measure of how hard/difficult/troublesome it is
Access Difficulty - How difficult it is to get into the container
Damn that was hard.

Nah, he did not fail at reading and indeed answered your question, he is just a jerk.
Access Difficulty means easier, faster hacking. It does not affect the content you may obtain.

Access Difficulty means easier, faster hacking. It does not affect the content you may obtain.
On the contrary, it does not increase your hacking speed. The cycle takes just as long, regardless of hacking skill or rigs. The only way to increase the speed of the cycle is to use the echelon and assorted module (It's got a lower cycle time than T2 iirc).
Notice that neither "Access" not "difficulty" mean anything close to "speed" or "time".

check your codebreaker, it has a line like 'Access difficulty bonus 25%' it means you have 25% chance to open a basic container in each cycle. Some containers are harder and have difficulty penalty, I think the hardest ones have -20% or so

If you're using the standard T2 codebreaker + 2 rigs (You should be.), you will open every can save for high-level WHs on the first cycle.

Confirming this. You can find -10% in null-sec, but C4/C5/C6 cans go up to -20%.

Every salvageable/codebreakable/analyzable object has a base "access difficulty." It's basically somewhere between -25% and 50% or something like that.
Memetic algorithm rigs and their ilk affect the "access difficulty bonus" stat on your salvagers, codebreakers, and analyzers. Once all the skills and bonuses are calculated, you add the access difficulty bonus of your module to the access difficulty of the can you're trying to open/wreck you're trying to salvage.
For instance, let's say you have a t2 salvager with no rigs; this is a 35% access difficulty bonus. When you try to salvage a fairly difficult can, one with a -10% access difficulty let's say, your total chance of succeeding on any given cycle is -10% + 35% = 25%. Every cycle is a gamble against this specific percentage as to whether or not you will succeed.
If the access difficulty is still 0% or less after the bonus, you can't ever succeed and the game tells you so, and you can't even try.
The rewards for opening the container are never affected, only the chance you have to open it per cycle, and thus the average time it will take you to open it.
