Bear in mind I haven't trained for T3s yet, but here are my thoughts:
The dps is "meh" for something so expensive. You've got good ehp and a cloak. Idunno it looks good to me, though I am guessing it is extremely slow which is a huge minus because that means, depending on your subsystems and which fit of the two main ones I have that I am using, I may be able to kill that in my Ishtar.

I believe it gets around 1200m/s w/o overheat. also the DPS is quite good compared to other cloaky proteus's I've seen. please post more opinions and suggestions.

for a covert ship, 400+dps is actually very, very good. ---

id switch out the web to a fed navy, the reactive plate for a dc2 and get some faction magstabs

I personnely thing that 450 dps with the better tank is better than 150 more dps (which is alot) with less than half the ehp.
EDIT: damnit i thought these were with no implants, its with LG slaves and a 5% armor hardwire but no gang skills applied.

cant access EFT right now so not sure on exact stats
and I like your double plate setup but it would be way to slow.

You really want a cap injector...everyone and his dog fits a neut nowadays and nothing sucks more than to run out of cap once a target hits structure.

Your tracking isn't good enough to be using void, just saying. Void isn't bad for an EFT comparison though.

I can hit fine with void because they will be webbed down. And my fit doesn't have an explosive hole.
Does anyone else think it's really important to fit a cap booster? I will be sacrificing a DCU II which means about 15k ego for a cap booster, think it's worth it?

Yeah what this guy said.
T3s typically have giant buffers in armour or shield in PvP, once you're through that they're like paper so frankly a DC2 just lets you have 0.5sec longer to eject.
That's not to say that DC2 isn't a great module but imo T3s are kinda too pimp and the risk of skillpoint loss too great to be using them in the same way as regular ships where you're hitting hull during good fights, etc.

Remove one TS EANM, replace with EM / EXP resist. I think that gives better all-round resistance omni tank and will boost your ehp a bit.
Also, most popular turret ships hit you for EM / EXP. FOTM Drake will do Kin, so you're ok on that front.
