Q-ships would do the trick. A few well armed armoured troopers with some concealed .50 heavy machine guns would pretty much stop the crap with a quickness. I'm suprised someone hasn't hired a merc outfit to do just that.

Actually, piracy is rampant world wide. The guy who installed our new sprinkler system got stopped off the coast of Mexico by pirates but was lucky they just robbed him and didn't hold him hostage or kill him.
During the cold war there were so many naval forces scattered about the globe that they kept the pirates down. Pretty much any naval warship will respond to a call for help from anybody and with so many out there piracy was something fishermen thought less about doing. As those warships went away, opportunistic fishermen around the world realized they had a chance to supplement their incomes. All of the fishermen are already armed in many areas as if they aren't - they'll be robbed and killed by the other fisherman who are.
Another factor is that the first thing organized nations do is try to disarm everyone - and only disarm the innocent - so that they are helpless. One of the reasons for not carrying weapons on board your ship is that the ship itself can be confiscated by money hungry local governments for doing so.
Another factor is that sometimes the police are the pirates. There was a freighter crew on this documentary I saw on piracy that got robbed, called the authorities and when the sea cops showed up the next day - it was the same guys who had robbed them. Of course they didn't dare complain to these cops.
Historically, the solution to pirates was to find their bases and go kill them all. What that would mean to day would be the extermination of the coastal populations of a number of countries - but that is exactly what they would have done in the old days. They'd have just had smaller populations to exterminate. Because of modern reluctance to slaughter people who are causing you a problem ... you end up with a problem you've forbidden the solution of.

In your own post you showed that there is at least one solution other then extermination, so this conclusion is indolent in nature to quite frank.

Not talking about using a tanker or some large ship. Just a plain old yacht or fishing boat with some 'modifications' would be the perfect Q-ship for this type of piracy. I mean it should be pretty obvious if some skiff or other boat is stalking them as it would have plenty of radar and night optics to keep the area under surveillance. Then when they get close hit them with the .50 cal guns. Instant shark chow.
