I am just curious to know. Can you build an orca in highsec npc station or do you need to do it at a pos. What ships are needed to be build at a pos?

Either is allowed. You need an X-Large Ship Assembly Array if you're going to built it at a pos.

I suspect there might be an error in your grammar here so I'm going to answer 2 questions:- What ships are needed to be build at a pos? You only need a ship that can haul your construction materials/final product.
- What ships can only be built in a pos? None. All ships can be built in stations or pos's.

The only ships that have to be built at a POS are super caps (super carriers and Titans). Everything else can be built at an NPC station. If its a can use star gate it can be built in hi sec. If it cannot use star gate and is not a supercap it has to be built in low sec or 0.0 station or a POS.
So an Oraca (able to use a star gate) can be built at a POS or a station. A Station will be more resource efficient and you can built its components their as well. Macrointel, the place were the nature order of the universe does not hold sway. Pirates and ore thief's are congratulated by carebears for the actions. |

It takes 25% less time to build in a pos than a station. The X-Large Ship Assembly Array has 3 manufacturing slots. How many ships are you planning on producing? Are you purchasing the Assembly Array specifically for this?
Over time and multiple builds it will probably be cheaper using a pos, but for only a few (or 1) it probably isn't.

I'm not sure where I see a station is "more resource efficient". Capital components can be manufactured in a Component Assembly Array, which has a Base Waste Multiplier of 1.0.... meaning no extra waste. It's also 25% faster to manufacture the components at a pos.
Some corrections: X-Large ship assembly array can not be anchored in hi sec. Orca can be build on large ship assembly array and this is why it is possible to build orca on POS in hi sec.

You will also need to factor in the fuel needed for the POS while the Orca is being built into the costs of production and if you plan to build them back to back or intermittently as this drives up the fuel cost per Orca.
If you plan to build form raw materials you need to have a component assembly array to build the capital components. The only other option would be to haul them form a station in a freighter.
So you will need some corp hangers to store raw material/components and a office in the same system if you want to use BPO's safely.
You may also want to include some weapons to discourage someone war dec you for ransom sine you will have a fairly valuable set up hanging in space.
