It seems that if they ever add any new manufacturing skills, having a few mil SP in reserve to get a jump on that would be invaluable.

CCP will most likely not force you to spend them. Keep them, use them. The choice is yours and yours alone.

Afaik CCP has said that the reimbursed SP willnever expire so I wouldn't worry.
What spending them is concerned; personally I think that every day you don't spend them is wasted unless you don't have to train anything at all. What's the use of them when you don't do anything with them?

I¦d say if this is your main, use them. If you want to sell the char it¦s probably better to keep them.

I used mine to train skills I've been intending to train for 3 years, but I had never specced for. On other characters, I used them to push things forward in a hurry (my hauler character got freighters lvl 3, one character got Noctis 4.) I think I've still got some sitting spare on other characters.
Really though, it all boils down to using your best judgement.

The optimal path is t ospend them on whatever you are not specced in, but it is a matte of personal preference.

Keeping them isn't wasting them. They're a good strategic hedge against the future - if you don't have something specific to spend them on.
Having a big block of skill points like that in the bank - can be really useful if something comes along that you need.
If you have something you need to spend them on now - then by all means do so if you want. But to just spend them for the sake of spending them is kind of a waste.
Say you've got a long term skill plan - and you're grinding your way along those skills. Then - if you spend your Learning SP on progressing through that plan - that would be a good use of them.
But - if you've got characters that have essentially got the SP they need to do their jobs and are merely refining their abilities - spending a bunch of skill points on the thing your training now - and then looking around for something else to spend them on - doesn't make good use of them. Picking something to train as a nice to have - rather than something you really need - is one thing when you don't have any other plans and have to pick something to train - but spending your stock of SP on this nice to have when you don't really need it - can put you in the position of later needing to have something trained as soon as possible - and having to grind through it because you already spend your stock of SP.
If you're normal rate of training is satisfactory for your current goals - then save them until you have a specific use for them - where that large block of SP can make a real difference in your ability to do something.
Say you're thinking about doing something that will need two things - a) a lot of SP; b) a lot of money. If you've got the SP in the bank and can spend them instantly - why go ahead and spend them if you don't also have the money you'll need for what you want to do? The SP will still be there when you get the money - but - if you spend the SP now - and by the time you would have had the money - something else has happened and ... you're not going to do that any more - then you've wasted those SP - or - you're going to spend the money on something - just because you've already trained for it, even if you've changed your mind about that endeavor. Keeping your options open doesn't hurt. Once you're committed - then you're committed but if you can preserve your flexibility that doesn't hurt anything.
It really comes down to what your goals are and how you intend to reach them.
Having a lot of SP's is like having a lot of money. You can make good strategic use of it on things you really need - or you can fritter it away on things that end up not having a real impact on what you're able to do.
Having a lot of SP's or having a lot of money - is an opportunity to exercise your wisdom.

Since you're asking this in the New Player forum, I'll stick with the simple answer:
Go ahead and spend them; unless you're planning to sell the character having more options is going to increase the return you get in entertainment value from the game. The last set of skills added were essentially industrial skills (planet stuff), so it's unlikely that the next set of skills will be along that pathway, anyhow. ---

I plan to train Dance on Mailbox to at least IV, that'll give me the prereqs for Run Naked Shooting Lasers in the Air. ---

I spent nearly all the learning skill points on trade skills (charisma) on two characters.
Then the corp moved into a C5 where those two characters rarely ever get to see hisec.
I had to train my science alt for trade (still training actually). That alt, who is now always in hisec, spent the points on training for a Tengu and maxed subsystems for w-space... which he doesn't need anymore.
The 4th alt spent the learning points on PI skills. This is still my primary PI extractor.
Fail on 3 alts out of 4. I hope you choose better than I did!

On the other hand, having the SP's unspent allows for some pretty good quick tests on Sisi. And after every reset you get to play with new options again. Just slap the learning points where ever you want. again and again and again....
So far I got to Play with a Macha, play with a Pos, test whether getting a level 5 skill is worth it etc...
