There should be a prison service available.
Alliance prisons and CCP prisons.
Don't really know about mechanics that need to be tweeked but it should also allow for possibilities of break outs aswell.
Is this crazy idea gonna be anygood though?

yea why not?
a simple capture mechanic and say a day or two in the cooler. If you have a decent corp/alliance/gang they can bust you out but yea lets put some meat on the bones here..
The Capture: Keep target's pod warp scrambled for say 5 minutes in a sov held area then get an option to imprison person, providing said alliance has a prison installed somewhere. Said pilot can self destruct in 2 minutes to avoid this if desired.
Special Police Ship: A new ship class perhaps called "Marshall Class" to do the imprisoning.
The Prison: A non POS Celestial Object that can be accessed and attacked by a reasonable gang to release prisoners and ofc the Prison should have a limited ability to install proctective pos style weapons. Perhaps work for mercs to break out prisoners?
The Release: This would be simple, wherever your clone is set thats where u are released to.
Character History: Should also include time done in prisons and the crime they were arrested for.
I think this feature would add some much needed depth to the outlaws life and make for a far more interesting game experience.
You put your ship, crew and liberty of freedom at risk when you do something naughty and the epic lol's of imprisoning an entire enemy fleet would be priceless.
But yea we pay to play and 24-48 hour sentances in prison maybe even less wouldnt hurt too much. no training penalty ofc.
Well thats my idea completely in the open now.

there would be short limit to imprisonment.
you can only imprison folks if 1st your alliance has a prison and 2nd it takes place in alliance held space.
and ofc one can be broken out aswell.
I think it is a good idea for all alliances as a deterent and make battles a little more interesting.
And thers a possibility of a new class of ship. The sherrifs prison ship!

I just think its a good idea, having been every where and harrassed practically every one with impunity. I guess it makes for a deterent more then anything.
Get the old adrenalin going again.
And whats not to like about an organised prison break out?
The intricate details are not worth hammering out here unless it gets taken onboard by CCP. The essence of it is all here though.
What normally happens if an idea is good enough to be developed into game and has it ever happened before?

I geuss to get CCP to consider it, 1st it has to be to the benefit of the game and also please the widest number paying gamers. So this is perhaps my last attempt to re-describe it as I 1st thought of it, something to add some more depth and excitement.
It actually doesn't benefit me in any way but the thing to bear in mind is this. It brings possible consequence for illicit actions. Hi sec Ganking and gangs going into an alliance held area's for fights.
I didn't actually mention loss of implants but if your pod is scrambled how do u think ur implants would survive anyway? and at that point what difference does it make to self destruct before the imprisonment timer completes.
Infact if u have implants it might be worth doing the time and get a full release or get busted out with implants intact and return the character into it's set cloning station. Its possible right?
Furthermore only a sov holding alliance with a prison installed could do it provided it took place in their space. And maybe Concorde in hi sec but nothing for low-sec though as theres no sov and all npc owned. So it wouldn't affect the average low-sec pirate and newer players seeking their 1st pvp exp.
The time actually spent in prison is still not decided. But its clear it shouldn't be for very long, say a few hours.
And also whats wrong with a pvp mission to bust your pals outta the slammer? This is the part that interests me the most. Could be a good experience for a small/medium gang if balanced towards that end. Its possible work for mercs and/or specialised gangs.
This would also depend on how hard a prison is to take down, My idea would be start around 2-3 million shield hp with average 60% resists. Perhaps make armor and structure alot more and only give it enough CPU and Power Grid to fit only a few mods to encourage smaller gangs to try their luck. So the same way one puts a POS into reinforced is the same way you break out prisoners. shoot the shields to whatever % and thats it. Gang leaves if unchallenged and the prison can be repaired but not destroyed in one go. Can be but no real need to.
They also shouldnt be deployed at the same moon as an existing pos, This would make make it a doable mission even in a populated system.
