with a max-skills Covert Ops pilot and RSS Core Scanner Probes and a set of Low-Grade Virtue implants you can get it to 142.. soo.. that's pretty high.

Does that include rigs? Because I'm at 133 with no implants right now.
edit: Well no virtues. I have a 6%.

I believe you're missing the 10% scanning implant.

Sisters Launcher: 5%
Covert Ops/Strategic Cruiser: (5 * 10%) = 50%
Gravity Capacitor Rigs: 10%^2 = 21%
PPH-2 Implant: 10%
Astrometric Rangefinding: (5 * 10%) = 50%
45 * (1 + 5%) * (1 + 50%) * (1 + 21%) * (1 + 10%) * (1 + 50%) = 212
