For new players keep it as it is.
For old players, instead of insurance paying isk it should give X% (75% for premium) of the minerals of a perfect build. That way no one has to recalculate insurance payout... ever. and you can forget about insurance frauds.
For players who commit crime (by mistake or suicide of any kind) I'd pay only half of the insurance value but a lot of them will start crying so we can ignore this point... for now.

I feel your "pain" as I fly faction ships myself but I'm fairly certain you'll agree with me when I say that insurance for faction ships is a joke as it is.

Thats cause the insurance of EVE isn't really insurance. Doesn't matter what you call it.
Its more like a mineral salvage compensation (the value of "insurance" is based 100% off of the price of the minerals used to make the ship).

So true!
I've heard a few people complaining about this (how the mineral price goes up and down which requires recalculating the value in order to avoid insurance fraud) so I thought I'd make a suggestion and see if it sticks
I expect this would also make at least some of the industrial players quite happy.

Just have CCP respot insurance every 60 days on a data base of items 10m isk and above...not hard..or 90 days even.

So you essentially want to kill the mineral market? Because materialising minerals out of nothing is NOT the way to go with this.

I know what you mean: a ship explodes and right now it leaves isk in the game in it's place while my idea means it leaves minerals; more minerals => lower prices.
So, now 100% of the minerals are lost upon explosion while with my idea only 25% get destroyed.
And, to answer your "question": No, I don't want to kill the mineral market.
TBH I didn't give this aspect much thought until now because ships are built from minerals anyway so it's not exactly "from nothing".
I figure this suggestion would (among other things) create more interactions on the market and more transactions but you do have a valid point; so I guess the question is whether it's worth the cost or not.
Anyway, this is why why we have public forums: so others can point out aspects the OP may or may not have considered.
