EVE Fanfest 2011: CCP Panel (Youtube) - at about 17:30 someone ask why eve does not get new tech 1 battleship for example.
That guy is right, Were is my Tempest MK II, there is an ipad 2, there is a pentium 4, but there is no rifter MK2 in 8 years? In a economic driven universe like eve?
You constantly updating ship visuals, you constantly update about any part in eve, but I can not remember that you ever updated lore wise T1. There is no advancement going on. We are researching since years on those blue prints, and all we got was lousy t2.
Tech 1 = mass produced Tech 2 = advanced technology Tech 3 = experimental technology
Still all this stuff still has to evolve over the years, and while I understand that you do not want to make a dozen ships for the same purpose, why not replace sometimes a ship which something new and make the old ship a piece of obsolete technology which becomes a piece ready for a museum. You are anyway updating those models and textures on a regular base.

If I read this correctly, you want to be able to take a researched BPO of a rifter. Change a few attributes in it's design and produce a Mk II Rifter (Which is still a T1 ship, but has different attributes from the origional Rifter) such as a bigger cargohold, or one that can fit more modules?
(my own interpretation follows)
And then be able to register this with the game so that the rest of Eve can see your Rifter variant in the market and either order them from you(Being the only sole producer) or have you allocate other alliances/corps that can buy copies of the BPO of this new Rifter variant and start production in exchange for a royalty/cut of their profits?
And then be able to do this for t2 and t3 ships as well?
Very ambitious. Insane to code I think (poor CCP, then again, that's what we pay them for), but tip your hat awesomeness in a bikini.

Actually I would be fine if ccp decide from time to time to update a ship. Make that BPO researchable for everyone to the mark 2 version, removing the original bpo from npcs and offering some time later that rifter 2 from npcs just like the original rifter. Thats not that hard to code, addition slots would be overkill, just a few little improvements would be enough, nothing big which would have a huge impact on balance.
What I want is a even more living and breathing eve universe.

The ships are less than 10 years old. Not likely to have a MkII yet.

Fun fact, real, 1st world navies still used ships as old as 60-70 years.

this would only be possible on 1 bs per race, the one that doesn't have a t2 variant. Upgrade the t1 base on the 2 that have t2 variants, now you have more uber maruaders and black ops as they would inherit the changes). Blackops...do need some love here and there...but that should be at their level not the t1 base. marauders....don't really need the love.
Basically lots of coding to fix 1 ship per race....not the best use of time for ccp really. They still have af's missing a bonus for example. Missile spam inducing lag code, dust integration/and or how to actually add risk to pi if it falls flat (not wishing it happens...but if it doesn't take off, ccp will need something to clear up dead pi crap..and add some risk of loss to the process), bunch of other little things....ccp probably has a white board filled with more important to do's than making bs upgrades bascially.
T1, t2, navy or pirate faction...lots to choose from in the meantime.

Lore-Wise I would not be surprise to hear that some of the ships are already for several decades in service. Thats written even in some of their descriptions iirc. As well you can read there that some of the t1 ships are already updated versions of their old designs.
Tech 2 has high tech would be not touched at all by this, nor experimental tech 3.
