I recently started the Amarr cosmos missions and find myself with a load of crap bpcs. It would be one thing if the modules themselves were good, but most of them have similar specs to T2 and sometimes not even that. If that wasn't enough you need more skills and unique components to produce the modules compared to their counterparts. The only benefit I can think of is this is ccp's way of balancing the limited number of T2 bpos. Is there something I'm missing or is this just broken like it looks?

COSMOS is a feature that predates a lot of T2 ships, and is best thought of kindly as not-quite-finished. Storyline module vary widely in their abilities relative to T1 meta/T2/deadspace/officer. There are a few gems in there - IIRC the tracking comp with meta4 fitting but T2 bonuses - but quite a lot of chaff for a very little wheat.

Couldn't be more wrong. Cosoms stuff came after the vast majority of t2 stuff. There have been some new t2 since, but certainly the VAST majority of t2 mods pre-date cosmos by a long way.
The cosmos stuff was never really meant to be awesome, or even really useful stuff. It's purely collectors stuff and is a unique reward for running unique missions.

Almost all COSMOS items have Tech II stats with reduced fitting requirements. There a few good ones in there, Analog/Digital Booster rockets being one example as they have the lowest PG requirements of any AB/MWD in the game and thus make some ultra tight fits possible.
The modules are in very short supply so while it is true that the majority of them are worthless you only need to get one good one to make a pretty tidy profit.
