Log into EVE Online and disable the AA (anti-aliasing), just to see if that fixes it.

Go into your BIOS, there should be a button or a selection to set all your BIOS settings to default.
Usually it's an "F" key (like F6 or F7), hit that, it should ask if you want to set everything to defaults, select yes. Then save and exit (typically F10). --- The ≡v≡ Online Forums: where all the kiddies go to whine.

You have FRAPS on, it enables v-sync automatically and halves the FPS from 60 -> 30 because every other frame is written to the hard drive. Sometimes even when not recording, it causes similar behaviour.

It may sound like a waste of time, but filing a technical petition can often yield results as GM's quite often get same problem from hundreds of players. As a result they often have a soloution or workaround.

Reset your CMOS? That means there might be some settings in BIOS need changed back again. Check BIOS setups.
Suspecting CPU settings messed up, or harddisks not in AHCI mode.

I might have a similar issue... sometimes I get that without playing videos just alt tabbed browsing -_- My symptom is the FPS dips every second causing this annoying micro-freeze of the game client every second...

i know this is a long shot but often if i have my msn window open even that it is running in the background
it slows my computer down alot.
