Ok so just a proposal and using the below links as referances for my ideas (theres more about but these two are recent) Linkage Linkage
Ok so propsals are as follows; regarding all these offline pos's... Salvage has been a way of life in EvE for many years now, with the introduction of the noctis it becomes even clearer that space, as always, is a big place with loads of junk in it; out of which stuff can be made. so i dunno backstory could be like..
Ship; Eripio (latin for rescue apparently) Hull: noctis The recent success of ships such as the Orca and Noctis have seen Outer Ring Excavations profits from ship designs/sales severely increase spurring their designers on more than ever. One such designer who worked on the Noctis project, joe bloggs, saw potential in utalising its automated salvaging technology as a POS recovery solution.
With a few adjustments to the actual ships systems the design team found that they could actually bypass POS security software in an offline POS. With this in mind they bagan working on the actual ship itself, stripping it down to its basic hull and adding the required systems and then enhancing cargo space. Seeing that this ship may be used in extremely dangerous environments the team then also decided to enhance its defences as much as they could.
Ship bonus: can recover offline pos's skill bonus: 5% to shield resists and cargo capacity? or un anchoring speed?
two high slots (maybe a module should be created for each size pos or differing speeds?) 5 midslots 2 low slots
Ok so not so good on the statistics but you get the impression and maybe there should be some sort of timer on the POS's offline time before being able to unanchor? but imo if your gonna own a pos, you really should feul it.

Seeing the increased use of the Orca as a mobile defence station researchers at Outer Ring Excavations decided to try their hand at their first combat orientated vessel. Although the Auxilium is not an actual fighting ship it has been designed with combat support in mind. Designers stripped away the extensive cargo, corporation and ore bays in order to utalise a larger ship maintenance bay and to allow more manouverability.
use 3 ganglinks bonus to movement when cloaked 10% skill level bonus to ship mainenance bay bonus to align time? or ship speed?
4 highslots 4 midslots 2 low slots
no ore hold, only 10k m3 (maybe less) corporate hanger and only 500m3 cargo capacity 50k increase in ship maintenance bay which with the bonus at level 5 would still not allow for the ship to carry a battleship
theory orca bays... 50k + 34.5k + 40k = 124.5k (base at level 3 cap ind skill) so reduce the corp hanger to only 10k, the cargo bay to only 500m3 and taking off the ore bay completley theoretically leaves 114k m3 so really you could introduce 100k to ship maintenance bay or simply add 50k and a 10% skill level bonus.
Also whilst writing this i thought that there could be two such ships, maybe the one with the cloaky device doesnt have the gang link bonus but is smaller and a lot faster allowing to stage in any system with a spare ship or two - in fact i think that this one could be completley stripped down so it can only at most carry something like a bc and a cruiser, maybe a frigate?
And the other could actually be a lot more bulky than the original orca but hold a lot more ships and have faster align and warp times (this i thought of because it would be almost invaluable for incursions) as well as the 3 gang link bonuses?

If you want to remove an offlined POS just blow it up or pay someone to blow it up. It is offline after all and you can't by pass shields and armor without punching a big hole in it.

I don't know what your new orca really adds to the game, so I'm pretty meh about it.
However, I think EVE needs a better mechanism to remove offlined POS's. The current method requires tooooo much effort & risk for very little gain.
I usually lean towards removing the POS shields when its offline, but a module/ship that allows you to hack the POS so it can be unanchored has a lot of potential.
You would probably need a POS security hacking module with high requirements (salvaging 5 & hacking 5), and your new ship would probably need ORE Industrial Ships IV or V. Also, the hacking time would need to be fairly long... 10 minute cycles with a chance based success mechanism, where the difficulty is based on POS size/type. Have the act of hacking count as aggression for concord, logging off, and docking/gates. Then you have a nice extension of the salvaging/hacking skill professions that involves exploring for player lootz...

Anchoring stuff means it has to be blown up or removed by the owner. It's kinda the point of anchoring.
Now stop crossposting crap like this to C&P - it belongs in the Jr. Game Designers Club forum, where people who care about poorly thought-out amateur ideas can read it.
