What Corps give these out.... I also heard each corp usualy gives out only one type
Is there a list anywhere?

Now that important missions were delt away with, there are few implant missions. And the ones i seen in LP offers seem random, so i dont think its corp specific anymore.

Implants are a myth they no longer drop like befor exodus instead you have to get an insane ammount of loyalty points and give him contrabound.

They still come from Important Missions.
I've been doing some L3 missions for the Caldari Navy, and I reached the point last night that I got an important mission referral. The mission was not for the Caldari Navy, but for another Caldari corp, but was exactly the same as the pre-Exodus important Implant mission - carry 400 units of Caldari State financial records from A to B.
The description even had the same description about what an implant is for at the bottom. The reward was a +3 Willpower implant in this case.
Whereas it is difficult to make a theory based on one solid observation, I would hazard that now the Important missions have been fixed, you get given an appropriate level of important mission as a referral when you reach the magic 16 missions done mark. This is from a random corp in the faction you have been working with, in a random station of that corp.
You then get given a random mission from that agent's portfolio of important missions, and that still includes implant ones as per pre-Exodus. Therefore every 1 in 6 or so important mission referrals may well be an implant one.
The reason we haven't seen any +3 implants from such missions until recently is that Important mission referrals were borked, and only ever referred you to L1 agents. Post the latest patch, it's all working again.

I get them on a regular basis through offers. Usually cancel them as I cannot slot another one.

I got a +3 willpower implant as a reward for a faction mission last night. Had 45 minutes to get the bonus and did it 10 :)
