Today when it comes to Shield Buffer for a Frigate only one thing really matters, with a MAPC can you fit a Medium Shield Extender and most of everything else you want on it.
Small Shield Extender have almost no practical use anymore. The way Tank is handled in EVE has gone though several iterations, Ship HP has been increased across the board, Fitting and HP once again just got a buff, Rigs work on % base and all that the SSE has not been touched and left out in the cold.
T2 Small Shield Extender, + 263 Shield HP. Condor Base Shield HP, 400, with skills 500. Jammed on MSE II, + 1050 Shield HP.
Truth is most people would rather jam on a Sebo or another web or heck even ECM for the low amount of Shield a SSE gives. Their current primary role in the game is to trick new players into putting it onto their ships until someone comes along and helps them.
I would like to see them buffed into the area of the much used 200mm Plate. The T2 version gives a healthy 600 Armor HP. Giving the Small Shield Extender in an area of 500-600 HP for T2 scaling by meta would bring them back into the field. This in turn has several positive effects for new players and older ones.
+ Allows players who haven't trained the skills for MAPC + MSE to use Shield Frigates. + Allows new players who are partway skilled up to use setup besides smallest weapons + MSE. + Allows for diversity in fits such as long range weapons that could not fit a MSE and had to go near tankless. + Frees up Low Slot and PG for higher DPS lower tank setups.
As well as this there are two other modules the 50mm and 100mm Plate that also exist only to trick newbies. Since 200mm is the bottom of the proverbial barrel CCP should find away to scrap these suckers from the game as they only do harm to new players and clutter the market tab.

My only suggestion specifically for 50mm/100mm would be to add some +10% armor resistance bonuses or anything else special on them.
But yeah, they are utterly useless. Or call them something special and add something bizarre like -10% incoming missile dmg on one, -10% turret dmg on the other.
That, or just get rid of them.

Why not just remove them?
200mm plate is the smallest you would ever want to waste a slot on. Nothing with less HP would be worth wasting the slto.
100mm and 50mm should just be removed. |

These are somewhat concerning and deserve some real looking into for how ships would work. SSE Rifter, Merlin, or Incursus? SSE Harpy or Hookbill? The large demand of the MSE is sort of keeping some of these fits within reasonable bounds of performance. Some of them (especially Harpy) can definitely sacrifice EHP for more damage/utility. Do we really want it to do that?

Confirming that I've never fit a small shield extender on anything in six years of playing EVE.
While they're looking into it, most of the "correct-size" shield boosters are also useless. They should really delete ASB and look at the boost amount / efficiency of boosters to make active shield tanking possible using non-******** mods. |

small shield extenders can be useful on a bomb-fit manticore. you can't really fit a medium on a manti, but you can fit 2x smalls. Its enough to stop getting alpha'd by a zealot or hurricane. |

Even 800mm plates are somewhat rare. EHP wise it's always better to fit ancillary current router rigs and go for a 1600mm plate on cruisers. And most of the time the small decrease in speed and agility is acceptable.
Though it's the ASBs I'm a little worried about currently, more than small shield extenders. |
