What is the point of an NPC navy, if they can't kill anything? In FW, Enemy ships frequently camp stations in the opposing Militia's area without any problem, they can easily tank the NPC's endlessly with the proper setup. CCP, you need to learn the term "Escalation"
In any realistic situation, if the Navy can't affect the enemy, they would call for backup..... I'm all for more fights, but seriously, if your going to make a "Navy", at least make it more useful than Iraq's ......8)] "CCP, is a cutting edge developer, they have found a way to sell lag to their customers, and make them believe it's a feature." |

Actually I like that idea. I recant my previous post.
As long as the pirates can fire on the navy with out being concorded.
Navy gate camps are strong enough to keep one or 2 pirates out of a system, but would allow pirate raiding parties to fight their way through. That could be fun! If we are going with this though, I think NPCs (non Concorde) should be able to pod as well. "The human body can be drained of blood in 8.6 seconds, given adequate vacuuming systems." |

I +1'd this, but seriously, how many times have you heard of, say, the Royal Navy going rogue and shooting up fishing fleets? "We will create the introduction thread if that is requested by the community. Also, we will have an ISD Seminar about the CCL team in the coming weeks in which you can ask your questions about the CCL team and provide some constructive feedback to us." - Countless pages of locked threads and numerous permabanned accounts later, change is coming. |

However, making the Navy's actually seem capable woudl be nice.
I'd also like all rats to be buffed. A single BS killing a couple dozen ships without a sweat is a little silly. So, buff rats, remove some from their respective areas, and buff bounties. The end result would be identical to how it is now with less rats (same overall dps, hp, and bounties). Of course, CCP can also stealth reduce bounties in this process... I would not mind losing a little isk for some more reasonable NPCs (note: I do not speak for anyone but myself...). |

Then get a group of friends, get some carriers, and go around low-sec engaging enemy militia members. Having large roaming fleets of NPCs interrupting PvP in low-sec is such a bad idea it doesn't even warrant a response, yet here I am giving one. |

Most of low sec is completely dead, having some roaming NPC Fleets of both Navy and Pirates would actually add some depth to the game. Nothing crazy but having a Pvp battle that comes in and starts shooting people randomly would sure be fun IMO

Take a lesson from the GTA series and have Navy escalate over time:
1 Star Wanted = You're just passing through 0.5 to 0.8, doesn't go up unless further provocation or 2 minutes have passed. Navy takes no action... yet.
2 Star Wanted = You enter a 0.9 or 1.0 system (incidentally, newbie tutorial systems all fall in this catagory) or spent more than 2 minutes in a 0.5 through 0.8 system. At this point Navy frigates will come in an start shooting if you stay in one place for more than a minute. Navy does not tackle you, though... yet. Drops back to 1 if you leave the system for one with a lower security rating.
3 Star Wanted = Still not getting the hint? One minute after the Navy frigates show up, destroyers and light cruisers come in and join in trying to pop the offending ship. If it warps away, drops back to 2 stars ... for now. If they stick around and are not dead after another minute it goes up to 4 stars.
4 Star Wanted = Firing at a Navy ship automatically triggers this level. Navy battlecruisers warp in and their frigates start trying to web and warp scramble the offender. 4 stars does not drop back to 3 stars or less until the offender leaves the system. Will not drop below 2 star minimum until they leave faction space entirely for 15 minutes.
5 Star Wanted = When someone survives 4 stars for over a minute without warping away or worse, actually destroys a Navy ship, then it's red alert time. Everything up to and including multiple battleships all dog-pile onto the offender, web, scramble, ECM, kitchen sink, you name it. Also at this point their wanted level will not drop below 4 stars until they leave faction space entirely for 15 minutes.
This way someone just passing through and not lingering would still be mostly safe from Navy, which is no different than now because they're already pretty much the keystone cops of space. But people actively trying to camp would find their stay becoming increasingly unwelcome over time.
Note that with this formula it would take 2 minutes for the first Navy frigates to arrive provided that the trespasser does nothing else but sit there, and a moving target who warps someplace every minute but does nothing else could theoretically stay around forever. But hop-scotching around the map is not the same as camping, which means that FW players could indeed directly engage each other in quick battles in each other's territory. All this mechanic would do is eliminate camping a system. Raiding a system would still be a valid strategy. Hit & Run would be the FW method of combat in Hisec, rather than just Camp & Lulz in front of stations all day. Join Us |

OP - you could always start basing out of 0.9 (or was it 0.8 already that the NPC BS spawn?), noone without significant assistance gets to hang around and tank that for any meaningful time.
Also, since the implementation of FW, NPC navies have had non-stacking-penalized webs, which, combined with uncancelable warp, mean that anyone at speed with incomplete alignment that gets hit with a web is effectively tackled (even though "navies do not point") and will most probably die eventually.

This should be in Ideas forum... either way, i completely agree NPCs in all sort and forms are completely useless and should get a really large buff to make them seem more menacing, right now as stated, a single battleship can clean a whole huge fleet of npcs like a hulk mining veldspar, personally i believe it would be nice if it was something like
making them based on the player skill levels and meta levels, so navies use meta 5 (tech 2) and have the equivalent of players with lvl 5 skills missions use equivalent level to skills so lvl 1 skills lvl 1 meta 1 modules lvl 2 etc etc etc and so on.
reduce the ammount of npcs on missions and all around the server by the adequate ammount and increase bounties on the same factor, that way instead of killing 70 angel battleships in angel eztravaganza you have to kill lets say 7 one per room 2 on the final room, and each one has huge bounties. |
