I personally think the game would have more spice if individual NPC pirates (not the pirates that belong in factions like guristas or sansha) would appear in high sec and randomly attack players. How dangerous these npcs are would be random ranging from your average high sec belt rate to the strength of 0.0 NPC officer rats. This would give us a better feeling of a cold universe.

I have good news for you! This feature is already in-game. It's got a few ways to trigger it, too, which is nice.
The easiest way to find random pirate spawns is to go to Jita (busiest system, greatest spawn chance) and have a PLEX in your cargohold. Undock, warp to the Perimeter gate, and wait. Spawn times are unpredictable but generally speaking the weaker your ship is, the greater the chance you'll get one quickly. I recommend using a shuttle; the Apotheosis one is probably best.

I like this idea, but i would go as far as to say there should be npc pirate roaming fleets. I think npc's should roam system to system in blobs/gangs (10-50), but not at deadspace sites. I mean like actual gate to gate blobs, gatecamping blobs etc. They should have sleeper AI as well, but shouldn't nerf a system like the sansha incursions. To add a bit of RP, maybe the npc's should clash with police force npc's also. Everytime the last ship in the npc fleet is destroyed another one replaces it somewhere else. 1-3 gangs per pirate faction I think would be enough.

Alternatively you can equip a smartbomb onto a CNR, go to Jita, spam in local you're giving your CNR away and will eject it in x:xx minutes. Once there's a horde of players around you willing to board that shiny CNR activate the smartbomb and watch a spawn of NPC po...pirates of epic proportions appear.

Why not just make the size of NPCs that spawn in belts and at gates bigger - even in very high sec space?
That would force the miners to learn to shoot at stuff (and it would make them more money through bounties and loot), plus it would get rid of all the macro-miners that would be blown up by the NPCs.

What this game needs is spaceships. It would be awesome if I could undock from my station and fly around the universe in some sort of spacecraft, shooting things and gathering shiny objects. --

There used to be rat spawns at the gates of some systems in lowsec. They made solo hauling interesting back in the days before warp-to-zero came in.

In this thread we have a response from someone who still can't read the first sentence.
From what he says he wants them not to be associated with a faction, perhaps like "real pirates" that they go solo with their ship and plunder peoples booty.
I wouldn't mind seeing "Pirate Raven" or what not appear randomly, some what representing a player who has GC'd himself on a miner or what not. Rather than having them fixed to Serpentis/Guristas/Sansha, actually have them not associated with a corp at all.

In this thread we have someone wanting an entirely new pirate faction created because they don't want to fight already established npc pirate factions. I mean other than the name and ship fittings, don't we already have 4 perfectly good pirate factions to choose from? Hell we even have a terrorist faction that flies amar with railguns and caldari with lasers!

Please no. CCP is already vastly overdue with most Incarna features and adding some pointless space game will mean it will take even longer before we finally get captains quarters, and hopefully also be able to decorate those. As chat clients go EVE is already very bloaty and expensive.

doesn't "high -sec" mean "occupied, protected and cleaned place"? You really want to completely remove empires?
