Since the entry for the Alliance Tournament has historically been done by random draws on the teams that signed up, the only way you may have had a way to enter into a tournament without having to go through the random draw and hoping to get picked, was to be in the top teams from the previous tournament.
This caused some animosity in the past where some large power block alliances did not get picked in the random draw, but felt that due to their size both in man power and political influence in the New Eden universe, they deserved to enter the Tournament more so than other teams. As a result of this we have recently instituted a secondary entry way to the Tournament, through the entry auction.
If you want to ensure that you are in the list of teams that get a chance to make it to the tournament, you can pay your way through. The auction will be a live event using an in-game channel (channel name will be announced at a later date) with bidders typing out their bids, and CCP Soundwave will act as the auctioneer to manage the chaos.
Rules Registration and general information
- Any team wishing to join the auction must already have signed up for the regular random draw, and deposited their 2 billion ISK entry fee. If the team lose both the auction and the random pick, the initial 2 billion deposit will be refunded as normal
- Minimum bid for the slots will be 1 billion ISK
- Any bids for auction slots is on top of the standard 2 billion ISK entry fee, which will not be refunded if you win the auction
- There will be 4 slots auctioned off, each as a separate lot
- Minimum bid increase will be 100 million ISK (may be changed live by the auctioneer if deemed necessary)
- The auction will start on March 16th, at 13:00 in an in-game channel to be announced at a later date
- The auction channel will be open, but moderated and only the registered bidders will be granted speaking privileges
- To register as a bidder for the tournament, the character that will represent your alliance needs to send 100 million ISK to the character ôCCP Zirnitraö (note: not CCP Alliance Tournament) as a non-refundable entry fee, with the reason as "<Your Full Alliance Name> Auction Fee"
- Any ISK sent to this character will not be refunded in any manner, so if you alliance sends multiple registration fees you will only get one slot, but the extra registration fees will not be refunded
- If the registered bidder for an alliance needs to change, an in-game mail should be sent from the CEO of the alliance executor corporation to CCP Zirnitra, asking for the change, including the full character names of both the old and new registered bidder, no later than at start of downtime on March 15th
Auction Rules
- Any decisions made by the auctioneer is final, this includes the order in which bids are received
- Bidding is done by typing the desired ISK amount into the channel
- A bid is only valid once the auctioneer has acknowledged the bid in the channel
- All bids must be settled within 10 minutes of winning the auction. Any bids not paid in full within this time frame will be considered invalid, and the second highest bid will be given the slot. Bidders who do not honor a bid, will be removed from the channel and no longer allowed to bid for further slots, as well as having their alliance removed from the random draw, thus forfeiting any chance of being part of the Alliance Tournament IX

Why are you having people bid *before* finding out if they got in via random draw? Wouldn't it make more sense to hold the auction after the random draw? Two step for CSM6 - http://twostep4csm.blogspot.com/ |

Welcome to eve. CCP dont believe in the word 'simple' personally im looking forward to the alliance tournament, curious though if anyone is allowed in the channel just to observe? been woundering about how much these alliances are willing to pay just to have a chance to compete against the more well known alliances.

Well, one thing that worries me, I haven't got even near enough isk to take part, but I'd like to know how will you prevent not-coverable bids? Or won't you prevent them at all? Will you do anything to stop people who only had the 2b, put them in and want to spike the bid a bit up? It'd be funny to actually see people bid up without coverage. It would seem like EVE spirit :D
As far as I understand, you have to pay the bids only after bidding is finished, right?

can you clarify when the auction is? before or after the random draw?
one thread says itll happen before, the other says itll happen on the 16th which is after.

Have to agree with this! Alliances should have the option to decide to buy their way in if they fail to get in by random draw. It shouldn't be I failed to buy a slot so I hope I get randomly picked.

I must say, I'm quite impressed that I didn't notice through several revisions that it was March and not May in the rules, this has of course been fixed.

The reasoning for this is because we run the auction purely for the few alliances out there that feel they have a right to participate in the tournament, because of their size or political influence. Ideally we would prefer entry only via. a random draw, but this caused a lot of issues with people in the past which is why we created the auction, to allow people who absolutely want to ensure that they get a chance to play in the tournament, are able to pay their way in. However, we have changed the number of slots from 16 last year, to just four this time.

As far as I understand, you have to pay the bids only after bidding is finished, right?
Griefing is part of EVE and as such, we will not take any measures to prevent this from happening, however, I turn your attention to the rules above. If you make a bid, and end up winning (which is a real possibility if you are just driving up prices) and you do not pay the lot within 10 minutes, not only will you be banned from the rest of the auction, but your alliance will be banned from participating in the tournament all together.

I've tried to pick a time that suits most places as well as I could. Unfortunately, the reality is that no matter when we put the event, it will be at a bad time for someone, but the current time will be around noon west-coast US, and late evening in Moscow to cover to the sides of Iceland. I would like to point out, that it does not have to be the alliance executor, or the team captain that bids, it can be any member of your alliance, but as a friendly reminder, you need to make sure he has the money to pay for any bids he makes, as I explained in my answer above.

This is correct. You only forfeit your random draw slot if you either fail to pay a lot you won during the auction, or if you win and pay in the allotted time.

The auction happens right after the regular signup closes, however, the actual drawing is done at a later date. Therefor, it will happen after signups close, but before random draws are done, and the auction goes down on May the 16th (not March as I accidentally posted to begin with)

CCP is now concerned with player animosity or with what they think they deserve? So CCP now acknowledges that it caters to certain power blocks? Or is this just another way DEVs and GMs can insure that the alliances they have characters in get in the tourney?

This didn't really answer the question, as far as I can tell! You've told us why you hold an action (not that we didn't know anyway), but why have the auction prior to telling us who some of the participating teams will be based on the ôrandomö draw?
Surly it would be better to tell the alliances that have paid their 2bil whether they have been successful or not and then those that haven't can bid among themselves?

So that if you want a guaranteed spot, you pay for it. If you can't afford to get in through the auction, you then take your chances with the draw.

My guess that if they hold the auction before the random draw, more people would be willing to try and buy a slot. More people = more bidders = higher winning payment = more ISK taken out of the world.
So, this entire idea of auctioning off places is nothing but an alliance scale ISK sink.
Unless the ISK being removed is converted into PLEXs which is then fnneled into the PLEX: Charity initiative...
Just my 0.02ISK.
