Long answer: It depends on your needs, i.e. damage, tracking, range, etc..
Short answer: None of them.

Best advice: Don't use railguns, they're pretty terrible.
Actual Answer: Depends on your ship, your skills and what you're going to be shooting at. If you're fairly low SP, just getting into a Cruiser, stick to 200mm [Carbide or Scout, the rest are quite costly]. If you have high skills and want to snipe, go 250mm. If you want to spend a lot of money and you're rocking a BC [Ferox], use the Dual-150's.
Again...don't use Rails.

I'm going to randomly assume you're asking about a BC -- for no good reason; you could just as easily be asking about cruisers. But I'll assume BC anyway.
And then the answer is probably 200mm.
Although if we're talking about a Ferox you'd be better in a Drake or FMPs and if we're talking about a Brutix you'd be better off either trying a shield gank blaster fit, a Myrmidon, or just getting a Dominix.

This, but I heard if you have perfect refining skills+implants+ a 0.0 refining outpost a certain type of railgun is good for mineral compression.
Also rails when compaired to arty get more or less the same dps (differance is litteraly ~7 dps) but without the alpha, burn through ammo faster, and chew through your cap.
If you gallente train drone skills and get a domi/ishtar, and if your caldari train missles and get a golem/tengu. If your another race then why the **** did you even put sp into hybrids? Also in the very likely chance that all npc will get sleeper ai just cross train away from gallente to mini and get a mach.

Same races that could use railguns have ships that use missiles or drones, either of which is vastly superior for PVE Save yourself the time and trouble of training hybrids past small ones, large ones are crappy, medium ones are terribad.

Bashing rails is the new FOTM
If you fly Gallente ships with bonus to hybrids, it's obviously better to fit rails for PvE than gimp the ship with unbonused guns.
If you stick with Gallente, and there is absolutely no reason not to, you will benefit from training hybrids later when you get to battleships.
Train drones & hybrids, in the current situation when everyone and their mom is whining for a hybrid buff you can only win.

And we have been whining about a hybrid buff since the speed nerf basically. It still hasn't happened. How long did it take to work on rockets? Maybe CCP fixes rails tomorrow maybe they decide to nerf them even further (and who knows, nerf drones while they are at it, call it part of a war on lag). Not disagreeing about the bonused guns thing, just don't expect forum whine to translate into people fixing things.

I thought it was a large thats the best...still a nice way to move mins either way lol
and for the second part, op, if caldari, go for this. Medium guns will lead to large. If trying to avoid caldari missile spam, some of the best gun caldari fits out there are projectile based (even seen some nice lazers as well). I've tried rail pve (on rokh which if caldari would be your goal, have a combat char who reached t2 fleet fit, figured I'd shoot someting beside pos' and asov stuff lol). Not that great.
Its the cap use thats a pita. Unlike gallente you can't load up on cap recharger (slight matter of mids are your tank, doh). Lows...since ccp gave use hynrids but no tracking worth a damn....you need mag stabs, lots of them.
If no pvp goals op...jsut skip rails if caldari. If you want pvp, well till the blob changes its mind, rail it and do them missile boats if trying to avoid.
You lose range bonus...which tbh is only good for one thing. Keeping enemies at range as you wait for your cap to recharge after running plain t1 antimatter for 2.5 minutes (this easy at level 4 in bs heavy missions). Other ammos nicer on cap...but **** dps soooo you end up using tons more ammo to get the same effect or any cap saving are going to your tank which is taking more damage since stuff not dying as fast.
Now if gallente...this + myrm ='s win. Going for afk domi...hell same thing. Got capless guns for when you feel like actually working the mission....leaves your battery of rechargers to run just your reppers lol.
