From what I've seen on the bounty system a pirate could go around, gank tons of people, they all place bounties on him. Take the Most Wanted player in EvE for example, he has a multi-billion bounty on his head. Couldn't he just undock in a quiet system in his pod, have an alt or a friend podkill him, and his alt/friend then gains all those bounties, which he could then send back to himself to buy more ships and pirate more?

Yes, the system is broken. It's too bad because it's a pretty cool idea. I think about the only way you could kind of fix it would be to attach a skill point loss to the bounty as well - maybe even get rid of the "reward" altogether. I'm sure it would be exploited even then.

I tried a bounty twice. First time I put a huge bounty on myself and then shot myself in the head to get the reward. In the end all I had was a headache.
The second time I put a bounty on my head I was surrounded by women. "Bounty, the quicker picker upper."
On a slightly, well considering the previous comment, more serious note.... WHY THE HECK DID CCP EVEN BOTHER? Seriously, This is one game mechanic that I just don't understand how it ever came to make it in to the game. The only corollary that even makes any sense to this is the one where the guy, worried that his crap would get stolen, locked the key to his strong box inside it.
The only reason I see this even being an option is so that some random yahoo, having put his sec status so far down that it could be used to beat a snake in the limbo contest, takes the huge amount of isk he has to put a bounty on himself to get his face on a billboard, hit print screen, and then shoot himself with a trial account alt to get his money back.
Two pencils, sharpened to a razor-like point, are my only defense. |

Bounties are exploitable, but just like everything else in EVE, this is to get idiots poorer.
Bounties can still be applicable. If you are interested in setting up a bounty, look at the age of the character. Calculate how much SP he will have approximately, half it (As he might not have been training for a time) and check what clone he would be using. If you want exact SP amount check if he has an eveboard account. Then look at the price of the clone and subtract at least a million off that.
Now you have your bounty amount that will not be profitable for him to pod himself over. Anything above that and you are making him very happy.
Besides, bounties are a point of pride for us anyway. Thus the people that put billion of ISK on themselves just to admire their face on the billboards.
