What do you suppose would be the result of changing CONCORD intervention to being chance based depending on the sec status of the system.
For instance in a 1.0 system there would be a 100% chance that CONCORD would intervene as it normally does for any criminal act but as you go down there would be a lower chance 90% in a 0.9, 80% in a 0.8 an so forth strait down to a 10% chance they would show up in a 0.1 sec system.
I would say that the ships/guns at stations and gates would stay as they are so that there would still be limited mobility for those with low personal security status.
In addition to that you could train skills to increase/decrease the chance of getting a CONCORD response. Perhaps make it so that everything being equal you could have it individually be equal to the current system.
Just pontificating and figured I would see what others had to add to the idea.

?Hmm... any individual action that currently causes a GCC would have its own chance unless there was a CONCORD ship currently on the same grid as the violator in which case there would be a 100% chance of response.
Maybe there could be a way for a FC to "hide" the actions of his fleetmembers so that larger gangs would not always attract a response.
The only reason I bring it up is due to the reality of there not being much if any difference between 1.0 and 0.5 or 0.4 and 0.1. As I said I am just pontificating so if its a craptastic idea that's fine.

and what would be the difference then? you'd run the risk to be instapopped by concord in all empire space, regardless of security. very smart.

There is a massive difference there, Barry.
Maybe I need to clarify. The difference between 1.0 and 0.5 is the composition of cheap asteroids, the amount of status needed to anchor a POS, weather you can or cant use GSC and perhaps most importantly a few seconds in the time it takes CONCORD to show up.
the same holds true for 0.4-0.1 except for the lack of CONCORD entirely.

I think it would be cool if CCP put milk and cookies made by CONCORD at all of the gates to enhance my gate camping pleasure.
CCP please institute this change.

Seconded. Putting Concord in lowsec (Read: Turning lowsec into hisec) is akin to adding coke to good whisky. (Read: Worthy of a swift dropkick to the groin.)

Problems with this idea:
All carebears would move to 1.0 systems 1.0 systems would become very laggy The ore market would crash because everyone is now mining veldspar The current lowsec pirates all move to 0.0 because the chance of being popped by concord in 0.9-0.1 is too much for any worthwhile ship EvE becomes a wasteland with the 1.0 players and the 0.0 players and a 0.9-0.1 no-man's land

There is a dif in response time. 1.0 sec concord come fast,lower sec you go the longer it takes them to respond. .4 and lower they respond only by way of sec status hits. Eve Lore will explain more. Read a book. Read. This feature is currently in effect right now,And is working as intended. Stop thinking. Tuna.
