Noob here, anyone know what to use to overcome an enemy jamming your targeting system?

- eccm (either mid or lowslot) - implants - jam them first (ecm / drones) - ewar them first (damps, possibly neuts)

If you have missiles you can use F.O.F. missiles - you just need to pay attention to what they target.
Drones set to aggressive may also help.
You can also use a multi sensor backup which goes in a low slot. It's not as effective as the ones dedicated to what your ship has (you back up the type of sensor your ship uses) but they go in low slots if you're short of mids.

Thanks guys, got myself a tracking computer 1 which did the trick (after sensor booster 1 didn't).

Is this for PvP or PvE? And what faction are you fighting (ex. Angels, Serpentis, Guristas, Bloodraiders, Sansha) ?
I ask because there are different kinds of Ewar out there and each has a VERY specific counter to it.
You said "... enemy jamming your targeting system..." which denotes the use of ECM being used against you. For PvP, ECM is countered by doing what Nuniki said in her post above. For PvE, the only counters are slapping on a specific ECCM or signal amplifier module to boost your ship's specific sensor strength (i.e. Caldari, gravametric; Gallente, manometric; Amarr, radar; Minmitar, ladar).
However, you say a tracking computer helped... that means you were not dealing with ECM and thus not being "jammed." Tracking computers only make make your guns "swivel" faster and are a counter to tracking disuptors.
While we are also on this line of thought... sensor boosters only increase your targeting range and speed. They are a counter to remote sensor dampeners. _______________________

Modules do't help much aginst recent PVE ECM. A few days ago I decided to actually accept a level 4 mission vs Guristas, and in the hope of not getting jammed I sacrificed two slots of my ship, one MID to fit an active +96% module and one LOW to fit a passive +48% module.
But I was still jammed a lot. I was actually able to complete the mission, but it took twice as long as it should have, and the conclusion is: Consistently reject vs-Guristas missions until CCP fives rat ECM.

Actually ... that doesn't work as well as it used to ...
I was on some mission against Guristas the other day ... and they had some cruisers doing the jamming ... and what those little sons of *****es did - was switch back and forth from one of my guys to the other as they targeted them ...
I'd target them with the guy not being jammed - and they would switch and jam him. Then I'd target them with the other guy - and they'd switch and jam him. The problem for me - was that the computer could switch faster than I could ...
Thus ... Aggressive Drones, ECCM and F.O.F. missiles - even though I had two guys ...
*shrug*
Of course for those F.O.F. missiles ... as with any AI system ... it doesn't always do what you want it to do. A lot of the time the F.O.F. missiles did fairly well - going right after the jammers - but other times ... they insisted on attacking an Evil Enemy Structure I got within range of - that just had to be destroyed ... - and - they would NOT shoot at anything else until I got out of range of that structure ...
