The problem is players like to stay cloaked for twelve or more hours. Why? To see what is going on? To find a safe place to park and go back to work? To annoy people with spam request? To spy on the coming and going of players? Who knows.
What I do know is that it needs a variable timer, one that pops up and ask, "Are you AFK?" If the player does not respond in 30 seconds, then they are logged out of EVE.
Simple.
A variable timer between 10-30 minutes with random times, prevent players from setting their stopwatches.
Doing nothing is not an improvement.

Not supported.
AFK cloaking does not need a "cure" because there is nothing wrong with it.

This is a bad idea.
Why? Because 30 seconds is not enough time to go down stairs, grab a bowl of ice-cream, and then return to spying (yes, I do this...).
I mean, its a bad idea in general, but this is why its especially bad.
Though if I may, go ahead and implement this, but also do this when anyone trys to activate any kind of weapon, have a popup ask "are you a bot".

Just remove local in 00 if you dont know whats out there in the first place you got nothing to whine about.
That and most 00 players need to HTFU either way as they constantly tell us to do that then cry about a completely defenceless ship.

That is the point of cloaks, not knowing what they're up to.
Cloaking in itself is not the problem. Cloak and dagger stuff is supposed to be secret. The problem you are defining is the fact that you see cloked characters in local. The solution to that is to remove the character listing from local.

As far as your AFK problem, you would have to ask every single player by the interval you describe, all the time. I mean, what makes an AFK cloaker any more AFK than a visible player being AFK in a station or POS? Or a player waiting in a fleet before a big battle? Or a player calculating figures for manufacturing or playing on the market? Or players waiting for a mining cycle to complete?
People think they are so clever when they put AFK into the discussions of Cloaks. AFK and Cloaks are two entirely different things. AFK is AFK, Cloak or no Cloak.

You must realize that this suggestion is totally unacceptable... If you remove local then how would these guys be able to feel as safe as babes in swaddling while ratting and mining in their carriers? After all, if local disappears you wont be able to tell the second a hostile enters your system...
Trust me... if local ever goes away (and I hope it does) these guys will not be yapping about AFK cloaking being overpowered any more... they will be yapping about how unfair it is that they cant know that there is an enemy in their system and that they can never be safe.
Its all about fear.
