There are 427,776,000 skillpoints to learn in EVE (source: EVEMon)
If:
1M SP's cost 100M isk it would cost 42.7B 1M SP's cost 1B isk it would cost 427.7B 1M SP's cost 1 plex it would cost 175.3B (1 plex = 410M)

1 mil is the basic monthly amount of ISK for someone with +4s.
I'd see no problem with that, save the immediate stoppage of skill training till the end of that month.

Thoughts on Climate change and how it might affect Dusties if they coulnd't leave the planets they are sent to.
I think they'd have work together only to turn on each other ala lord of the flies.

So it should require at least 30 * 12 = 360 PLEX to buy the skills necessary to max out a character.
However, it might just be 359 PLEX, since you'll probably need a month to apply all of the skill points, during which time you could do some training.

Why would you EVER want to max out ALL the skills in EVE, as opposed to maxing out only the ones you will actually use ? Not to speak of the fact you'd make a face every time you'd have to re-buy your medical clone... making this a perfect example of "too valuable to risk" in anything below a capship, rendering the investment in any other irrelevant skills nigh-useless. For a PvP pilot, I'd say 45-70 mil SP is about the sweet spot, probably even less. _

If you run a simple SQL command you can do it in ten seconds give or take. If you're going to cheat... REALLY CHEAT.
